The Bureau of Mines requests an appropriation of $75,000, which is an increase of $10,000, for the fiscal year 1938 to defray the cost of printing the following publications:

The Minerals Yearbook, which superseded Mineral Resources of the United States in 1933 as the official compendium of information on the production, consumption, and value of mineral commodities, has shown the value of prompt publication in one compact volume. The combined distribution of the Bureau, the Superintendent of Documents, and the House and Senate document rooms is about 9,000 copies annually.

Bureau of Mines coal analyses have been widely used as bases for grading and price fixing. Publication according to States makes them available to the public most economically. The expense of printing these technical papers has repeatedly delayed the issuance of analyses for such important coal-mining States as Colorado and Pennsylvania. Several volumes await publication. Two of them can be printed for $4,000.

The Bureau has published more than 200 mimeographed reports on mining and milling methods and costs at metallic and nonmetallic operations. These constitute a mass of information that should be summarized by commodities or by methods and made available to the mining industry in printed reports. The results of the mineral industry survey of the principal American mining districts, now under way, should also be presented in printed form as promptly as possible . The sum of $11,500 has been set aside for this purpose in the above list.

Technologists of the Bureau's new stations at Laramie, Boulder City, Tuscaloosa, and College Park will soon add a number of reports to those on petroleum engineering, metallurgical methods, and utilization of nonmetallics already awaiting publication. About half of these reports can be printed for the $12,750 it is proposed to allot for this purpose in 1938.

As new methods in first-aid are tested and approved it becomes necessary to revise the Bureau's First-Aid Manual to include them. This manual is not only used as a textbook in the Bureau's first-aid classes, conducted for the personnel of the mining industry, but is one of the most popular books sold by the Superintendent of Documents. The cost of revision and the reprints needed for training work of the Bureau is estimated at $10,935. For Miners Circulars, dealing with questions of health and safety of miners, $1,250 is needed.

The Bureau has not issued a cumulative list and index of its publications since 1932. The annual supplements are not as convenient as one comprehensive publication. It is estimated that the edition necessary to supply demands will cost $4,500.

Minimum printing and binding requirements for the Bureau's 39 field stations and offices are estimated at $1,700-an average of less than $50 each. Formis, letterheads, and blankbooks cost the Bureau from $10,000 to $12,000 a year. Needs for 1938 are budgeted at $11,300.

Mr. SCRUGHAM. There is an increase in this item from $219,000 to $243,000. Will you explain that, or shall we take that up with the bureaus?

Mr. BURLEW. I think it would be well to take that up with the bureaus, because each one will be able to justify their increase.

As far as the Secretary's Office is concerned

Mr. SCRUGHAM. It will be taken up with the specific bureaus which desire to increase it.

INCREASES IN ESTIMATES AND APPROPRIATIONS FOR SECRETARY'S

OFFICE

Are there any further questions in connection with the Secretary's Office? If not, we will proceed with the Bureau of Mines.

Mr. RICH. Is it possible, Mr. Burlew, on account of this constantly increasing enormous expenditure, that you can suggest some means whereby we can cut down the Secretary's Office expenditures? For example, for salaries and expenses governing grazing control, you are asking for $150 000 more this year than last year, or $550,000, and you are asking for an increase in salaries in the Secretary's Office alone of over $53,000. The increase in the Secretary's Office is $286,920. Mr. BURLEW. That is for everything. That is not for salaries alore, you see.

Mr. RICH. I say, it is for every thing, but you have items here involving increases of $150,000 plus $53,000 for personnel.

Mr. BURLEW. But not in the Secretary's Office,

Mr. RICH. I get that from the bill.
