A message from the Governor was received and read, in the words following:

STATE OF NEW YORK EXECUTIVE CHAMBER,
ALBANY, March 10, 1924.

To the Legislature:

During the last session of the Legislature there was presented to me several bills to increase the number of municipal court judges in the city of New York. I vetoed them in the belief that no additional justices were necessary but that a better organization and better direction of the present justices was essential to successful conduct of that court.

In order that the Legislature may have before it during the nineteen hundred and twenty-four session a careful study of the
