Page xi - A majority of each house shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may compel the attendance of absent members in such manner, and under such penalties, as each house may provide.
Page xxxiv - In addition to the above limited power to contract debts, the state may contract debts to repel invasion, suppress insurrection, or defend the state in war ; but the money arising from the contracting of such debts shall be applied to the purpose for which it was raised, or to repay such debts, and to no other purpose whatever.
