New House Office Building, Hon. Fred Cummings, presiding.

Present: Messrs. Cummings, Biermann, Coffee, Hope, Hook, Hoff-

man, King, and Iglesias.

Also present: The chairman, Messrs. Kleberg and Robinson.

Mr. CUMMINGS. The committee will be in order please.

This is a subcommittee of the Agriculture Committee. The hear-

ing this morning is on H. R. 5326, a bill introduced by Mr. Jones, to
regulate commerce among the several States, and with foreign coun-
tries; to protect the welfare of consumers of sugar and of those engaged
in the domestic sugar-producing industry; to promote the export trade
of the United States; to raise revenue; and for other purposes.

A BILL To regulate commerce among the several States, with the Territories and possessions of the United
States, and with foreign countries; to protect the welfare of consumers of sugars and of those engaged in the
domestic sugar-producing industry; to promote the export trade of the United States; to raise revenue; and
for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of

America in Congress assembled,

TITLE I-DEFINITIONS

SECTION 101. For the purposes of this Act-

(a) The term "person" means an individual, partnership, corporation, associa-

tion, or any other business unit, whether producer, processor, manufacturer, dis-

tributor, handler, or other person.

(b) The term "sugars" means any grade or type of sugar, liquid sugar, sugar

mixture, sirup, or molasses, which contains sucrose or reducing or invert sugars,

or any combination thereof, derived from sugarcane or sugar beets.

(c) The term "sugar" means any sugars derived from sugarcane or sugar beets

which are in the form of raw sugar or direct-consumption sugar.

(d) The term "raw sugar" means any sugars which are principally of crystalline

structure and which are for the purpose of being, or which shall be, further refined

or improved in quality, and any sugars which are principally not of crystalline

structure but which are for the purpose of being, or which shall be, further refined

or otherwise improved in quality to produce any grade or type of sugar or sugar

mixture, principally of sucrose crystalline structure.

(e) The term "direct-consumption sugar" means any sugars which are prin-

cipally of crystalline structure (including, but not limited to, granulated sugar,

lump sugar, cube sugar, powdered sugar, sugar in the form of blocks, cones, or

molded shapes, confectioners' sugar, washed sugar, centrifugal sugar, clarified

sugar, turbinado sugar, invert sugar, invert sugar mush, plantation white sugar,

muscovado sugar, and refiners' soft sugar) and which are not for the purpose of

being, or which shall not be, further refined or otherwise improved in quality.
