To the R. W. Grand Lodge of the United States:

The committee to whom was referred the credentials of Proxy Rep. Pearce, of New York, report, that they have made the necessary examination, and are satisfied of the authenticity of the certificate, and that the Representative is duly qualified to act as a Representative from said HOWELL HOPKINS,

state.

On motion, the following was adopted:

ROBERT NEILSON,
JOHN BRANNAN.

Resolved, That a committee be appointed to take into consideration the Constitution of the Grand Lodge of the United States, of the I. O. of O. F., and report what alterations or amendments, if any, are necessary-and that the said committee be instructed to ascertain the means necessary to establish an uniform system of working in the several state Grand Lodges, and their subordinate lodges throughout the United States.

The Grand Sire appointed the following as the committee:

Rep's Keyser, of Maryland; Hopkins, of Pennsylvania; and Brannan, of District of Columbia.

Rep. Hopkins, of Pennsylvania, submitted the following, in conformity with a resolution passed by the Grand Lodge of said state :

Resolved, That the representation in the Grand Lodge of the United States, be apportioned in reference to the amount of numbers working under each state Grand Lodge-allowing one Representative for each state Grand Lodge containing one thousand or less members; and one additional Representative for every additional thousand.

On motion, the foregoing resolution was referred to the committee on the Constitution.

Rep. Keyser, of Maryland, presented the following, agreeably to a resolution passed by the Grand Lodge of said state; which was, on motion, referred to the committee on the Constitution:

Resolved, That the R. W. Grand Representative of this Grand Lodge in the Grand Lodge of the United States, be, and he is hereby instructed to use his exertions in the Grand Lodge of the United States, to have the O. B. N. of the first degree so altered as to dispense with the last clause.

Rep. Hopkins, of Pennsylvania, submitted the following preamble and resolution:

Whereas, Since the meeting of this Grand Lodge in September last, there have been opened in Ohio and Louisiana, Grand Lodges, working under legal charters from this Grand Lodge

and

Whereas, The business now to be transacted by this Grand Lodge is of great importance to the Order in general: therefore, be it

Resolved, That without establishing a precedent, the brothers who have presented certificates from the states of Ohio and Louisiana, be now acknowledged and received as members of this Grand Lodge.

After an animated discussion, Rep. Ridgely, of Ohio, moved that the preamble be stricken out.

Rep. Hopkins, of Pennsylvania, objected to the right of the Representative of Ohio to make a motion-his seat being disputed.

This circumstance having given rise to some discussion, an appeal was finally made to the chair.

The Grand Sire decided that the motion made by the Representative of Ohio, was in order.

The motion to strike out the preamble, was then put, and decided in the affirmative.

On motion, the words " without establishing a precedent," were strick

en out.

The resolution as amended, was then adopted.

On motion, it was

Ridgely, of Ohio.

The Grand Lodge then proceeded to the election of Grand Officers; and on counting the ballots, the following were declared to be duly elected for the ensuing term:

On motion, the Grand Lodge adjourned until to-morrow, at half-past seven o'clock, P. M.

TUESDAY, 7 o'clock, P. M.

The Grand Lodge assembled pursuant to adjournment: Present, the same Officers and Representatives as yesterday.

Rep. Hopkins, of Pennsylvania, from the special committee to whom was referred the appeal of P. G. James McAnnal, submitted the following.

To the R. W. Grand Lodge of the United States:

The committee to whom was referred the appeal of P. G. James McAnnal, respectfully report:

That they have examined the documents referred to them; and that without expressing an opinion on the guilt or innocence of P. G. McAnnal, they are of opinion that he should have been allowed a hearingthat his excuse for not being at Delaware Lodge, No. 1, was a sufficient

one.

They therefore recommend that Delaware Lodge, No. 1, be directed again to notify P. G. James McAnnal to be and appear before them, to make

defence to the charges preferred against him by the committee, and that he be allowed time to make and prepare his defence.

And further, that the Grand Secretary be directed to return the documents to the separate parties.

HOWELL HOPKINS, Chairman.

The question recurring on the adoption of the report, Rep. Ridgely, of Ohio, moved to amend by striking out the word "directed," and substitute the word "requested," which motion did not prevail.

The question then recurred on the adoption of the report; when Rep. Ridgely, of Ohio, called for the yeas and nays, which were ordered, and were as follows:

YEAS-Rep's Keyser, Hopkins and Neilson.

NAYS-Rep's Pearce and Ridgely.

The report, with the recommendation, was therefore adopted.

Rep. Neilson, of Louisiana, from the special committee to whom was referred the subject of remodelling the funeral obsequies, submitted the following, which was accepted, and the committee discharged:

To the R. W. Grand Lodge of the United States:
