The vote on the third resolution being about to be taken, Rep. Hewitt, of Pennsylvania, called for the yeas and nays, which were as follows: YEAS-Rep's Marley, Williamson, Frost, McGowan, Moore; Bain, 2 votes; Ridgely, 2 votes—9.

NAYS-Rep's Hewitt, Brown, Branin and Wolford-4.

So the resolution was adopted.

Pending the question, Rep. Wildey, of Mississippi, asked to be excused from voting, when, on motion, he was so excused.

The 4th, 5th and 6th resolutions, were then severally adopted.

Rep. Frost, of New York, from the Committee of Correspondence, presented the following report.

To the R. W. Grand Lodge of the United States:

The Committee of Correspondence to whom was referred the report of the Grand Corresponding Secretary, ask leave respectfully to report:

That they have carefully examined the Key of the Manchester Unity, England, explaining their system for the protection of their travelling P. W., in its transmission to the subordinate lodges under their jurisdiction, referred to in the report of the Grand Corresponding Secretary, and find that it contains much merit; both as regards the simplicity in its construction, and the general protectiveness of its character.

Your committee being of opinion that a similar system emanating from this body, would be of inestimable service to the Order in this country, and duly appreciated by the brotherhood at large, would recommend that the same be adopted.

The committee, on so much of the report of the Grand Corresponding Secretary, as relates to the forwarding of copies of printed proceedings, and blank forms, to the several Grand Lodges, Grand and subordinate Encampments, and subordinate lodges under the immediate jurisdiction of this Grand Lodge, would respectfully report: That the resolution specifying the ratio of copies of printed proceedings to which each lodge and Encampment is entitled to-adopted on the 6th instant, will in future pro

vide for such distribution.

The reports from the Grand and subordinate Lodges, received through the Grand Corresponding Secretary, the committee would recommend be referred to the Committee on Reports.

In regard to the neglect complained of on the part of distant lodges under this jurisdiction, in not transmitting their dues with their reports, your committee would recommend the adoption of the resolutions accompanying this report relative to the subject. The practice of communications generally for the Grand Lodge, being forwarded with the postage unpaid, your committee conceive to be a justifiable one: inasmuch as in the opinion of your committee, the exception of communications coming from a distance, will be more easily facilitated. And as the same rule will apply in the case of Grand and subordinate Lodges receiving communications from this body, your committee would recommend no action on the subject. The application from Arkansas, for an Encampment, referred to by the Grand Corresponding Secretary, your committee would recommend be referred to the Committee on Petitions.

The committee would recommend that so much of the communication from D. D. G. M. Potts, as relates to the irregularity of the Order in its Work in Wisconsin, be referred to the Grand Šire, with the view of his affording him every facility in his power for the correction of their Work: the committee would also recommend that the letters received by the Grand Corresponding Secretary, inquiring for council and instructions upon the Work of the Order, take the same course.

The committee have reviewed the printed proceedings of the Grand Lodge of Ohio, and the Constitution and By-Laws of Tennessee Lodge, No. 2, referred to in the report of the Grand Corresponding Secretary, and find nothing in either of the documents referred to, contrary to the spirit of our Institution.

From the report of the Grand Master of New York, alluded to by the Grand Corresponding Secretary, it is obvious that the Order in that state is in an unexampled state of prosperity.

The prospectus for the Odd Fellows' Gazette, by Rev. Thomas Greer Clayton, Charleston, S. C., received by the Grand Corresponding Secretary, your committee would recommend to the favorable notice of the Order in general.

In relation to the mode to be observed in future, for the distribution of the Diploma, your committee would recommend that the Grand Secretary, only supply orders for the same, coming from state Grand Lodges under this jurisdiction, and subordinate lodges in states where no Grand Lodge exists.

The committee having thus examined the report of the Grand Corresponding Secretary, and the documents therein referred to, would respectfully recommend the adoption of the following resolutions.

Resolved, That the Key of the Manchester Unity, submitted to this Grand Lodge, through the Grand Corresponding Secretary, be and the same is hereby adopted. Resolved, That the Grand Corresponding Secretary, in distributing printed copies of proceedings to Lodges under this jurisdiction, be referred to the resolution adopted on the 6th instant, relative to the subject.

Resolved, That the reports from Grand and subordinate Lodges received by the Grand Corresponding Secretary, be and are hereby referred to the Committee on Reports.

Resolved, That the several Grand Lodges under this jurisdiction, appointing Proxy Representatives, be and are hereby directed to leave the certificates of such Proxy Representatives, together with their Annual Returns, and the dues thereon, in the hands of the Grand Secretary at least one month previous to the Annual Communications of this Grand Lodge.

Resolved, That the several Encampments and subordinate lodges working under this jurisdiction, be and are hereby directed to have their Annual Returns with the dues thereon, in the hands of the Grand Secretary, at least one month previous to the Annual Communications of this Grand Lodge.

Resolved, That the Grand Secretary be and is hereby directed to officially notify the several Grand Lodges, Encampments and subordinate lodges under this jurisdiction, of the two foregoing resolutions.

Resolved, That the petition from members of Far West Lodge, No. 1, Arkansas, for a charter for an Encampment of Patriarchs, be and the same is hereby referred to the Committee on Petitions.

Resolved, That so much of the correspondence received by the Grand Corresponding Secretary, during the past year, relative to counsel in the Work of the Order, be and the same is hereby referred to the M. W. Grand Sire.

Resolved, That the Grand Secretary, be and is hereby directed to only furnish orders for the Diploma established by the R. W. Grand Lodge of the United States, emanating from the several state Grand Lodges under this jurisdiction, and subordinate lodges in states where Grand Lodges do not exist.

On motion of Rep. McGowan, of New York, the report was accepted and the resolutions adopted.

Rep. Moore, of District of Columbia, offered the following, which was adopted.

Resolved, That the Grand Secretary be and is hereby directed to have printed in circular form, a sufficient number of the Key referred to in one of the above resolutions, to supply each state and district Grand Lodge, and each subordinate lodge working under the jurisdiction of this Grand Lodge, with a copy of the same.

Rep. Branin, of New Jersey, from the Committee on Petitions, presented the following report.

To the R. W. Grand Lodge of the United States:

The Committee on Petitions to whom was referred the Petition from Wm. Morrison, F. C. Kendall, C. L. Sullivan, L. Hazm, N. Clifton, S. W. Whitaker, E. H. Walden, G. S. Morrison, T. S. Reynolds, and J. D. Sands, of Far West Lodge No. 1, Little Rock, Arkansas, praying for a charter to open an Encampment at the city of Little Rock, Arkansas, to be known by the title of Mt. Horeb Encampment, No. 1, beg leave to report by the following resolutions.

Resolved, That the prayer of the petitioners named in the foregoing report, for an Encampment at Little Rock, Arkansas, be granted, whenever the Grand Lodge shall have received through the proper officer, the charter fee for the same.

Resolved, That the charter be filled with Mt. Horeb Encampment, No. 1, of Little Rock, Arkansas.

On motion, the report was accepted and the resolutions adopted.

Rep. Moore, of District of Columbia, from the Committee on Reports presented the following, which was accepted.

The Committee on Reports to whom was referred the report of the acts and doings of the Grand Sire during the recess of this Grand Lodge, beg leave to report, that they find nothing therein requiring the action of this Grand Lodge.

On motion of Rep. Ridgely, of Ohio, the vote of the Grand Lodge upon the report of the committee on credentials in relation to the representation from Ohio, was re-considered.

On motion of Rep. McGowan, of New York, the report of the committee on the credentials of the Representatives of Ohio, as received, was re-committed to the committee.

On motion, the Grand Sire and the G. Cor. Secretary were authorized to have a new edition of the Diploma struck off, if deemed necessary. Rep. McGowan, of New York, from the committee on credentials presented the following report, which was adopted.

The committee on credentials to whom was re-committed the credentials from Ohio report, that P. G. A. I. W. Jackson, one of the Proxies returned by the Grand Lodge of Ohio, is not qualified to a seat in this Grand Lodge, not having received the R. P. D., and that P. G. M. James L. Resolved, That the Grand Secretary be instructed to credit to Mt. Horeb Encampment, No. 1, Kentucky, $68 65, the amount having been paid by said Encampment. Resolved, That the sum of $28 52, paid as ten per cent. on school Fund, by said Encampment, be and the same is hereby remitted.

On motion, the report was accepted and the resolutions adopted.

The Chair appointed Rep. Ridgely, of Ohio, and P. G. Sire Wildey, as the P.inting Committee.

Rep. Branin, of New Jersey, from the Committee on Petitions, presented the following report.

Rep. Frost, of New York, offered the following:

Resolved, by the Grand Lodge of the United States, That the sum of $350 be, and the same is hereby appropriated for the purpose of purchasing the full length likeness of P. G. Sire Thomas Wildey, made by brother James G. Sawkins, of the city of Baltimore, and that the Grand Treasurer be, and he is hereby authorized to pay to the order of the said brother J. G. Sawkins therefor, upon the exhibition of the order of the Grand Sire, the sum of $50, should there be so much in the treasury after the payment of the existing bills at the present Communication; the sum of $150 at the termination of the September Session, 1841; and the further sum of $150 at the close of the September Communication, 1842.

Resolved, further, That the Grand Lodge of Maryland be, and is hereby respectfully requested to place the said picture immediately in the rear of the N. G.'s chair, in the room on the first floor of their hall; and in order that the same may be conspicuously shown from that position, to cause such alterations in the chair to be made, as may be necessary to accomplish the purpose.

Rep. Wolford, of Kentucky, called for the yeas and nays, which were as follows:

YEAS-Rep's Marley, Williamson, Frost, McGowan; Bain, 2 votes; and Ridgely, 2 votes-8.

NAYS-Rep's Hewitt, Brown, Branin, Wolford and Moore-5.

So the resolutions were adopted.

Rep. McGowan, of New York, from the Committee of Finance, presented the following report, which was adopted.

The Committee of Finance would respectfully report, that in the examination of the Treasurer's accounts, they find that on the 30th of April, 1840, he had on hand $848 40, and has received since that time $710 55, making the gross amount of $1558 95; of which amount there has been
