Resolved, That the Secretary of this Grand Lodge be ordered, after having had the proceedings of its Session printed, to forward to each state Grand Lodge as many copies as it has subordinate lodges working under its jurisdiction; one copy being ordered to each subordinate lodge, and for the use of the state Grand Lodge, one copy for each subordinate lodge under its jurisdiction-to each subordinate Encampment, one copy; and for the use of the Grand Encampment, as many copies as it may have subordinate Encampments working under its jurisdiction-also, to each subordinate lodge or Encampment working under the jurisdiction of this Grand Lodge, one copy. Rep. McGowan, of New York, offered the following, which was adopted.

Resolved, That the Grand Secretary be ordered to publish a statement of the moneys received, specifying the amount, from whence received, and for what paid.

The Chair stated that the day had arrived for the election of Grand Officers.

Whereupon, on motion of P. G. Sire Wildey, the rule requiring the election of Grand Officers to take place on the second day of the session, was suspended.

Rep. Brown, of Pennsylvania, moved that the election take place on Thursday next, which motion prevailed.

Rep. Moore, of District of Columbia, from the Committee on Reports, presented the following report, which was accepted.

To the R. W. Grand Lodge of the United States:

Your committee cannot refrain from expressing their surprise, mingled with deep regret and mortification, that so many of the reports referred to them are defective, in not containing information essentially necessary to convey to the brotherhood and the public a thorough knowledge of the extent and usefulness of the Order. A view of the above, [see tabular statement, at the close of the Session,] will exhibit such of the reports as are deficient in this respect. What would be the most appropriate method of correcting this evil, as well as the still more reprehensible one of sending in no report at all-a dereliction of duty of which very many lodges are guilty, as will be seen by the list of lodges appended hereto-your committee will not presume to determine; but would deferentially suggest to the Grand Lodge the propriety of taking into consideration the propriety of devising some means of insuring more uniformity in the preparation of the reports, as well as greater regularity in their transmission to this Grand Lodge.

Your committee recommend that the Grand Secretary be authorized to insert in the above statement, the statistical details of such additional reports as may be presented during the present Session.

Rep. Williamson, of Maryland, offered the following:

Resolved, That the resolution of this Grand Lodge, passed October 9th, 1838, declaring it irregular to admit a brother into a subordinate lodge, unless he present a certificate under the signature of the officers and the seal of the lodge, and the counter signature of the Grand Secretary of the Grand Lodge of the state, be, and the same is hereby rescinded, so far as it relates to the counter signature of the Grand Sec

retary.

Rep. Frost, of New York, called for the yeas and nays.

A question was then raised whether Rep. Williamson, of Maryland, was entitled to two votes, inasmuch as his colleague was absent. The Chair decided that he was.

Whereupon, Rep. Brown, of Pennsylvania, appealed from the decision. The question then recurred on sustaining the decision of the Chair, and was determined in the affirmative.

A question was then raised, whether P. G. Sire Wildey could vote as P. Grand Sire, and Proxy Representative of Mississippi. The Chair decided he could not, the amendment having gone into immediate effect on being adopted.

Whereupon, Rep. Mathiot, of Illinois, appealed from the decision.

The question then recurred on sustaining the decision of the Chair, and was determined in the affirmative.

The yeas and nays having been ordered on the adoption of the resolution, were as follows:

YEAS-Rep's Williamson, 2 votes; Moore, Wolford, Branin, and Bain, 2 votes-7.

NAYS-Rep's Frost, McGowan, Hewitt, Brown, Wildey and Mathiot

So the resolution was adopted.

On motion of Rep. Williamson, of Maryland, the Grand Lodge adjourned until to-morrow morning, at nine o'clock.

WEDNESDAY, October 6th, 9 o'clock, A. M.

The Grand Lodge met pursuant to adjournment: Present, G. Sire GLAZIER, the Officers and a due representation.

The minutes of last evening session were read and approved.

Rep. Bain, of Virginia, moved that the report of the committee to prepare a Diploma, be now considered, which motion prevailed.

Whereupon, Rep. Williamson, of Maryland, moved that it be referred to a special committee of three, with power to summons persons and papers, which was concurred in.

The Chair appointed Rep's Williamson, of Maryland; Bain, of Virginia; and McGowan, of New York, the committee.

Rep. McGowan, of New York, from the special committee to whom was referred the Appeal of Columbia Lodge, No. 3, Maryland, presented the following report.

To the R. W. Grand Lodge of the United States:

The special committee to whom was referred the appeal of Columbia Lodge, No. 3, of Maryland, (by permission of the Grand Lodge of Maryland,) against the decision of the R. W. Grand Lodge of said state, relative to the amount of money overcharged by the said Grand Lodge for Keeper's salary, for the years, from 1834 to 1838; have had the same under consideration, and by the resolution as recorded at page 7, printed proceedings, October Session, 1832, of the Grand Lodge of Maryland, the committee are of opinion that it was the duty of said Grand Lodge to

class the lodges according to the returns at each Annual Session, until the adoption of the resolution at the October Session, 1837, when a different classification was adopted.

The committee would therefore recommend the adoption of the following resolution.

Resolved, That the Grand Lodge of Maryland, ought, in accordance with the resolution of October, 1832, to refund to Columbia Lodge, No. 3, the amount specified in the appeal.

On motion of Rep. Bain, of Virginia, the report was laid on the table. Rep. Moore, of District of Columbia, offered the following, which was adopted:

Resolved, That no individual claiming to visit or deposite his card in a lodge of these United States, shall be so admitted, unless he present a regular card, signed by the N. G., and attested by the Secretary, under the seal of the Lodge, and the name of the individual holding said card be endorsed thereon, in his own proper hand writing.

P. G. Sire Wildey offered the following, which was decided in the affirmative.

Resolved, That hereafter the reports from subordinate lodges and Encampments, working under the jurisdiction of the Grand Lodge of the United States, be embodied and printed in two tables, one for each class, after the manner of printing the Annual Reports from state Grand Lodges.

P. G. Sire Wildey offered the following, which was agreed to.

Resolved, That it is the duty of the Corresponding Secretary and Past Grand Officers of this Grand Lodge, and of Proxy Representatives, to pay over all money they receive for the use of this Grand Lodge to the Grand Secretary, whose duty it is to make a record of the same, and forthwith pay the same over to the Grand Treasurer. P. G. Sire Wildey offered the following resolution, which was adopted: Resolved, That the Grand Secretary be directed to have prepared a full and complete statement* of the accounts of each state Grand Lodge, Grand Encampment, subordinate Encampments and subordinate lodges with the Grand Lodge of the United States, from the year 1836, up to this time, and submit the same to the Printing committee previous to its being printed.

Rep Wolford, of Kentucky, offered the following resolution :

Resolved, That hereafter no P. G. Master shall be eligible for the office of Grand Sire of the United States, who is not at the time of his nomination, a contributing member of a subordinate lodge, a subordinate Encampment, and that the Grand Lodge of which he is a member, shall not be more than two years in arrears to this Grand Lodge, or have neglected to report for the above named time.

The Chair stated that the resolution was an infringement of the Constitution, and the resolution must lay over until the next Annual Session. Rep. McGowan, of New York, appealed from the decision of the Chair.

The question then recurred on sustaining the decision of the Chair, and was decided in the affirmative.

Rep. Wolford, of Kentucky, asked and obtained leave to withdraw the resolution.

Complete statement--This duty was neglected to be performed, notwithstanding the imperative character of the requirement, and the obvious utility of the document.

P. G. Sire Wildey called up the amendment to the Constitution offered at the Communication of 1838, (page 236,) and the modification offered at the April Session of 1840, (page 265.)

The amendment, as modified, was adopted, and the Constitution altered so as that the Annual Sessions, will be held on the third Monday of Septem

ber.

Rep. Wolford, of Kentucky, offered the following proposition to amend the Constitution, which was read and referred to the next Annual Session. That Article XIV, of the Constitution of the Grand Lodge of the United States, I. O. O. F., be so amended as to read after the words "subordinate lodge," in the 7th line, "a subordinate Encampment, and that the Grand Lodge of which he is a member shall not be more than two years in arrears to this Grand Lodge, or have neglected to report to this Grand Lodge for the same period."

Rep. Brown, of Pennsylvania, offered the following resolution:

Resolved, That when this Grand Lodge adjourns, it adjourns to meet this afternoon at three o'clock, for the purpose of electing a D. Grand Sire for the remainder of the term, in place of P. G. M. A. Mondelli, who has failed to appear.

Rep. McGowan, of New York, offered to amend by substituting the following, which was lost.

Resolved, That this Grand Lodge elect a D. Grand Sire, to-morrow morning. The question was then taken on the original resolution and adopted. Rep. Wolford, of Kentucky, presented a report of Mt. Horeb Encampment, No. 1, Kentucky, relative to the account between it and this Grand Lodge, which was, on motion, referred to the Committee of Finance.

Rep. Bain, of Virginia, offered the following resolution, which was adopted.

Resolved, That the committee appointed at the last Session, to procure suitable Regalia, for the Grand Officers, be instructed to procure the necessary Regalia for the Representatives of the state Grand Lodges, and that the expense be paid out of the funds of this Grand Lodge.

On motion of Rep. Brown, of Pennsylvania, the Grand Lodge adjourned until three o'clock, this afternoon.

WEDNESDAY, 3 o'clock, P. M.

The Grand Lodge met pursuant to adjournment: Present, the Officers and a due representation.

The minutes of the morning session were read and approved.

Rep. Brown, of Pennsylvania, moved that the Grand Lodge do now proceed to the election of D. Grand Sire, which was concurred in.

Whereupon the following nominations were made, viz:

The Chair appointed Rep's McGowan, of New York, and Williamson, of Maryland, as tellers.

The tellers reported that P. G. M. William W. Moore had receiv ed a majority of all the votes cast.

Whereupon, the Grand Sire declared P. G. M. WILLIAM W. MOORE, of District of Columbia, duly elected D. Grand Sire for the residue of the

term.

Rep. McGowan, of New York, moved that the Grand Lodge do now proceed to install the D. Grand Sire, which motion prevailed.

The Chair requested Rep. Hewitt, of Pennsylvania, and Rep. Williamson, of Maryland, to introduce the D. Grand Sire elect, for installation, when they presented P. G. M. William W. Moore, of District of Columbia, who was regularly installed by the W. Grand Chaplain, into the office of R. W. D. Grand Sire of the Grand Lodge of the United States.
