Rep. Bain, of Virginia, moved that the petition be referred to the Committee on Petitions.

P. G. Sire Wildey asked leave to withdraw the application, which, on motion, was granted.

Rep. Ridgely, of Ohio, offered the following resolution, which was decided in the affirmative.

Resolved, That the Committee of Correspondence have leave to report upon the voluminous correspondence submitted to them, at the next session of this Grand Lodge.

Rep. Bain, of Virginia, offered the following, which were adopted.

Resolved, That so much of the Grand Sire's report* as refers to information asked by G. M. W. S. Stewart, of St. Louis Mo., with the letter spoken of, be referred to the Committee on the Work of the Order.

Resolved, That the parties spoken of in the Grand Sire's report, page 7, paragraph two, (pamphlet copy,) have leave to withdraw their appeal and complaint.

Rep. Hopkins, of Pennsylvania, from the special committee to whom was referred the Form of Funeral Obsequies, as presented by Rep's Marley of Maryland, and Bain, of Virginia, presented the following report.

To the R. W. Grand Lodge of the United States:

The committee to whom was referred the applications from the Grand Lodge of Virginia, and also from the Grand Lodge of Maryland, in relation to the Funeral Obsequies, and suggesting certain alterations therein, respectfully report:

That after a careful examination of the subject matter referred to, your committee are of opinion that alteration in the Funeral Obsequies is not requisite. That the object of the several Grand Lodges can be met by their own action, as it is already provided that the Grand Chaplain may select such parts of the Funeral Obsequies as to him seem meet; and he is not bound to follow literally, the form as printed. Your committee

therefore offer the following resolution:

Resolved, That the committee be discharged from further consideration of the subject.

All of which is respectfully submitted,

On motion, the report was accepted and the resolution adopted.
On motion, the Grand Lodge adjourned until three o'clock, this after-

THURSDAY, 3 o'clock, P. M.

The Grand Lodge met pursuant to adjournment: Present, the Officers and a due representation.

• Grand Sire's report.-The committee to whom the duty of allotting the several subjects embraced in the Grand Sire's report was referred, do not appear to have performed the duty assigned. No formal report appears, and the Representatives indiscriminately offered motions for the reference of its several parts.

Rep. Hopkins, of Pennsylvania, from the Committee on the Work of the Order, presented the following report.

To the R. W. Grand Lodge of the United States:

The Committee on the Work of the Order, respectfully report: That they have examined the form for dispensations to open Lodges, Encampments, and Grand Encampments and Grand Lodges, and being of opinion that they are correct, recommend their approval.

They therefore offer the following:

Resolved, That the forms adopted by P. G. Sire Perkins, for dispensations to open lodges and Encampments, be the form to be used in future.

The same committee, to whom was referred the resolution offered by Rep. Small, of New York, report the same without amendment.

On motion, the report was accepted, and the resolution adopted.

The question then recurred on the resolution as submitted by Rep. Small, of New York, on Thursday morning, and recommended by the committee, and was decided in the affirmative.

Rep. Bain, of Virginia, offered the following, which was unanimously adopted.

Resolved, unanimously, That the thanks of this Grand Lodge be, and the same are hereby presented to P. G. Sire Samuel H. Perkins, for the able, dignified and courteous manner in which he has discharged the duties of Grand Sire.

P. G. Sire Wildey, from the special committee, appointed to procure a Diploma, presented the following report.

To the R. W. Grand Lodge of the United States:

The committee appointed to procure a suitable Diploma for this Grand Lodge, respectfully report:

That they have so far completed their labors as will enable the Grand Lodge to take some action for the disposition of the same.

The committee will deliver in a few days, the plate and one thousand copies of the Diploma, to the order of this Grand Lodge, or the Grand Sire.

The committee have procured English copper plate printing paper as per sample herewith exhibited. If any are wanted on parchment, the Grand Lodge will please to give directions accordingly.

All of which is respectfully submitted.

Rep. Hopkins, of Pennsylvania, moved the report be accepted, and the bill be paid as soon as finished, which was decided in the affirmative.

Rep. Ridgely, of Ohio, offered the following, which was unanimously adopted.

Resolved, That the Grand Secretary be, and he is hereby directed to have prepared, upon a large sheet of vellum paper, in handsome style of penmanship, a copy of the

vote of thanks unanimously presented to P. G. Sire Perkins this day, and to transmit the same to him, duly attested by the signatures of the Grand Officers, and with the seal of the Grand Lodge of the United States.

P. G. Sire Perkins, from the special committee to whom was referred the subject of the installation of D. Grand Sire, presented the following report, which was accepted.

To the R. W. Grand Lodge of the United States:

The committee to whom was referred the subject of the installation of the R. W. D. Grand Sire, respectfully report:

That at the Annual Communication of this Grand Lodge in October, 1838, P. G. M. A. Mondelli was elected R. W. D. Grand Sire:-that he attended the stated meeting next ensuing his election, in the city of Philadelphia, in October, 1839; but a quorum not being in attendance, the officers elect were not then installed. That the R. W. D. Grand Sire elect, cannot attend this adjourned Communication-by Article XIII, of the Constitution of this Grand Lodge it is provided, that in case of death, resignation, disqualification or refusal to serve of any elective or appointed officer, the Grand Sire shall appoint some qualified brother to perform the duties until the next stated meeting. Your committee are of opinion that it is competent for the Grand Sire by virtue of this Article, to appoint a qualified brother to perform the duties of R. W. D. Grand Sire, till the next stated meeting of this Grand Lodge.

P. G. Sire Wildey, from the special committee to whom was referred the complaint against the Encampment at Richmond, presented a report, which on motion of Rep. Ridgely, of Ohio, was re-committed to the committee.

Rep. Hewitt, of Pennsylvania, presented a communication from the Grand Encampment of Pennsylvania, relative to the Regalia, which was

read.

Whereupon, Rep. Ridgely, of Ohio, offered the following, which was adopted.

Whereas, The Grand Encampment of Pennsylvania has applied to the Grand Lodge of the United States for advice and instruction upon the subject of Regalia, and it appears that the said Grand Encampment is not under the jurisdiction of the Grand Lodge of the United States, but under the authority of the Grand Lodge of Pennsylvania, and that the Grand Lodge of the United States cannot entertain this subject: therefore, be it

Resolved, That the said Grand Encampment of Pennsylvania have leave, very respectfully, to withdraw its application.

Rep. Hewitt, of Pennsylvania, offered the following Amendment to the Constitution.

That Article VIII, of the Constitution be so amended as to read, "That Past Grand Sires shall be admitted to a seat in this Grand Lodge, and be entitled to one vote on all questions coming before this Grand Lodge: Provided, he be not a Special or Proxy Representative."

On motion of Rep. Hopkins, of Pennsylvania, the Grand Lodge adjourned until nine o'clock, to-morrow morning.

FRIDAY, April 24th, 9 o'clock, A. M.

The Grand Lodge met pursuant to adjournment: Present, the Officers and a due representation.

The Grand Sire, in the absence of the D. Grand Sire, pro tem., appointed G. Master Dale, of Mississippi, as D. Grand Sire, pro tem., for the

term.

P. G. Sire Wildey, from the special committee to whom was referred the report of the celebration of the Order at Fredericksburg, Va., presented the following report.

To the R. W. Grand Lodge of the United States:

The special committee to whom was referred the report of the celebration of the Order, which took place in the town of Fredericksburg, Va., by Rappahannock Lodge, No. 14, I. O. O. F., on the 14th day of February last, have had the same under their serious consideration, and would beg leave to report:

That the committee are of the unanimous opinion, that the members of the Encampment located in the city of Richmond, Va., are highly censur able for their irregular conduct in conferring the Encampment degrees on brothers of Rappahannock Lodge, No. 14, illegally and unauthorized.

All of which is respectfully submitted

On motion of Rep. Small, of New York, the report was accepted, and the committee discharged.

Rep. Bain, of Virginia, moved that the Grand Secretary be requested to send a certified copy of the above report to Neilson Encampment, No. 2, which was concurred in.

Rep. Marley, of Maryland, offered the following amendment to the Constitution, which was read, and referred to the next Annual Session, viz:

"That the Constitution be so altered, as to admit the Grand Encampments to a representation in the Grand Lodge of the United States."

Rep. Small, of New York, presented the following resolutions, adopted in the Grand Encampment of New York, which were read.

"Resolved, That this Grand Encampment proffer to the Grand Lodge of the United States, the amount of dues such as state Grand Lodges pay, in order to entitle this Grand Encampment to a Representative in that body.

"Resolved, That it is the opinion of this Grand Encampment, that Grand Encampments subordinate to the Grand Lodge of the United States, are equally, with Grand Lodges, entitled to a representation in the Grand Lodge of the United States, on the payment of the same dues."

Rep. Sanderson, of Kentucky, offered an apology for the absence of Rep, McCulley, of New Jersey, which was accepted.

Rep. Sanderson, of Kentucky, offered the following, which was adopted. Resolved, That the Grand Secretary transmit, under the seal of this Grand Lodge, certified copies of the report and resolution on the case of Patriarch Walker, to Wildey Encampment, No. 3, and Neilson Encampment, No. 2, of the state of Virginia.

Rep. Ridgely, of Ohio, offered the following, which was decided in the affirmative.

Resolved, unanimously, by the Grand Lodge of the United States, That as a mark of its respect to F. D. Grand Sire John Pearce, late Grand Representative of the Grand Lodge of Pennsylvania, for his valuable services rendered the Order, that a copy of the diploma adopted by this Lodge, be presented to him, and that the Grand Secretary be and he is hereby directed to transmit the same to him duly attested. Rep. Small, of New York, from the Committee of Finance, presented the following report.

Small, of New York-respectfully report:

That they have carefully examined the matters in the Grand Sire's report, and the documents referred to them; and unite with the Grand Sire in the views he has taken of the subject. He has so clearly expressed his
