That in examining the accounts, it is ascertained that the amount of thirty dollars was received by this Grand Lodge from the Grand Lodge of Kentucky, for the Grand Charter; and has not been credited in the published proceedings of this Grand Lodge.

The Grand Lodge of Kentucky, claims a portion of the per centage paid by Washington Lodge, No. 3, into this treasury. The Grand Lodge of the United States having in all cases relinquished her claims to the per centum of subordinate lodges, from the date of the grant of a Grand Lodge charter, whilst retaining its direct authority and control over the subordinates, until the organization of the Grand Lodge, the committee conceive this claim of the Grand Lodge of Kentucky, to be well founded, and that the amount should be carried to the credit of that Grand Lodge; but the committee are unable to ascertain the exact sum to which it is entitled, in consequence of Washington Lodge having united her five first quarterly reports into one report, and thus deprived your committee of the means of determining the amount of dues received which accrued since the grant of the Grand charter. Your committee, therefore, recommend the adoption of the following resolution.

Resolved, That the Grand Secretary be, and is hereby instructed to request the Grand Lodge of Kentucky to furnish him with a distinct statement of each quarterly account of receipts by Washington Lodge, No. 3, for the first six terms of its existence; and to credit on the books of the Grand Lodge to the Grand Lodge of Kentucky, the amount received as per centum for those terms, ending after first of September, 1835.

On motion, the report was accepted and the resolution adopted.

Rep. McCulley, of New Jersey, offered the following resolution, which was adopted.

Resolved, That the sum of twenty dollars owing by the Grand Lodge of New Jersey be, and the same is hereby remitted.

P. G. Sire Wildey offered the following resolution:

Resolved, That the Work of the Order for subordinate lodges be translated into the French language, and printed.

Rep. Pearce, of Pennsylvania, moved that the resolution be so amended, as to say "without expense to this Grand Lodge." The yeas and nays were called on the amendment, and were as follows:

The amendment was therefore adopted.

The question recurring on the resolution as amended, was decided in the affirmative.

P. G. Sire Wildey offered the following, which was adopted.

Resolved, That the Grand Secretary be authorized to have thirty Grand Encampment charters printed.

Rep. Pearce, of Pennsylvania, from the special committee to whom was referred the report of the Grand Sire, reported in part, as follows:

To the R. W. Grand Lodge of the United States:

The committee on the papers transmitted by the brethren of the Order, residing in Albany, beg leave to report the following resolution:

Resolved, That a select committee of three be appointed by the Grand Sire, whose duty it shall be to visit Albany, and endeavour to impress upon the brethren in Albany and Rensselaer counties, the propriety and necessity of their submission to the jurisdiction of the Grand Lodge of New York.

On motion, the report was accepted, and the resolution adopted. Rep. Kennedy, of New York, offered the following, which was adopted. Resolved, That the accounts of receipts and expenditures of this Grand Lodge be referred to the Committee of Finance.

On motion, the Grand Lodge then adjourned until to-morrow morning, at eleven o'clock.

THURSDAY, October 4th, 11 o'clock, A. M.

The Grand Lodge met pursuant to adjournment: Present, the Officers and a due representation.

Rep. Kennedy, of New York, from the special committee to whom was referred the subject of Encampment Regalia, presented the following report.

To the R. W. Grand Lodge of the United States:

The committee to whom was referred the resolution offered by Rep. Towers, of Virginia, on the subject of Encampment Regalia, beg leave to report:

That on mature reflection, the committee cannot recommend any change in the established principle of requiring each branch of the Order to use regalia suitable to itself, and to keep as distinct as possible the work and appearance of lodge business from the Encampment business. The committee would therefore ask to be discharged from the further consideration of the subject.

On motion, the report was accepted.

On motion of Rep. Kennedy, of New York, the vote on the acceptance of the report of the special committee on the subject of Encampment Rega. lia, was re-considered, and the report re-committed.

Rep. Borrows, of District of Columbia, having read a communication from the Grand Lodge of District of Columbia, offered the following reso lution, which, at his request, was laid on the table.

Resolved, That the Grand Sire may nominate, whenever he deems the same neces sary, and appoint a qualified Past Grand in each state, district and territory, whose duty it shall be to visit at least once a year each lodge working under a warrant from

a state, district or territorial Grand Lodge, or under a warrant granted by this Grand Lodge, and communicate such information and instruction as may be directed by this Grand Lodge. And when a charter for a Grand Lodge or Encampment shall be granted, where no Grand Lodge or Grand Encampment exists, the Past Grand so appointed, shall attend and perform the ceremony of opening and installation. He shall bear the title of District Deputy Grand Sire of the United States, of the I. O. of O. F. One half of the expenses necessarily incurred by him in such visitation or visitations, shall be paid by this Grand Lodge, and the other half by the subordinate lodge, when such lodge is working under the government of this Grand Lodge, and the state, district or territorial Grand Lodge, when the subordinate lodges visited are working under their jurisdiction.

Rep. Towers, of Virginia, from the special committee to whom was recommitted the report on the subject of Encampment Regalia, presented the following report.

The committee to whom was referred the resolution offered by Rep. Towers, of Virginia, concerning Encampment Regalia, respectfully report by the accompanying resolution.

Resolved, That the resolution of the Grand Lodge of the United States at last session, on the subject of Encampment Regalia, does not contain any thing intended to forbid the wearing of the colors of the Encampment, in Grand Lodge, by brothers entitled to those colors.

Rep. Ridgely, of Ohio, moved that the report be re-committed, which was decided in the affirmative.

Rep. Kennedy, of New York, from the special committee to whom was re-committed the report on the subject of Encampment Regalia, submitted the last report, without amendment.

The question recurring on the acceptance of the report, Rep. Pearce, of Pennsylvania, called for the yeas and nays, which were ordered, and were as follows:

YEAS-Rep's Kennedy; Pearce, 2 votes; Glazier, Ridgely, McCulley, and P. G. Sire Wildey-7.

NAYS-Rep's Burrows and Towers-2.

The report was therefore accepted.

The question then recurred on the resolution as submitted, which was decided in the affirmative.

Rep. Kennedy, of New York, offered the following:

Resolved, That each Grand and Subordinate Lodge, and each Grand and Subordinate Encampment be requested to transmit, so soon as possible, to the Grand Lodge of the United States, a proof impression* (in wax) of their respective seals for pre

servation.

P. G. Sire Gettys moved to amend the resolution, by striking out the words "Grand Lodge," which was decided in the negative.

Proof Impressions.-Comparatively very few responses have been made to this request; most likely from inadvertence. It is not yet too late to enable the Grand Lodge to have prepared a cabinet of the most interesting character to the fraternity, which would be furnished in a tasteful arrangement of several hundred seals.

The question then recurred on the resolution as submitted, which was adopted.

Rep. Ridgely, of Ohio, moved that the report of the Grand Sire be now taken up, which motion prevailed.

Rep. Pearce, of Pennsylvania, from the Committee on Reports, presented the following report, which was accepted.

To the R. W. Grand Lodge of the United States:

The Committee on Reports have examined the reports of subordinate lodges referred to them, and ask leave to offer the result of their investigation.

The report of Alabama Lodge, No. 1, for the two quarters ending January 1, 1838, has no seal attached to it; the number of the members are wanting to the reports of Travellers' Rest Lodge, No. 1, of St. Louis, for the 9th, 10th and 11th quarters; and the reports of Mississippi Lodge, No. 1, for the three quarters ending November 1, 1837, do not contain the names of the officers. With these exceptions, the reports contain all the information required by the regulations of the Grand Lodge.

All of which is respectfully submitted.

Rep. Pearce, of Pennsylvania, from the Committee on Reports, presented a report, which, on motion of Rep. Sanderson, of Kentucky, was re-committed for correction.

Rep. Ridgely, of Ohio, from the special committee to whom was referred the resolution submitted on Tuesday morning, presented a report, which, on motion of Rep. Pearce, of Pennsylvania, was laid on the table. Rep. Pearce, of Pennsylvania from the Committee on Reports, presented the following report.

To the R. W. Grand Lodge of the United States:

The Committee on Reports beg leave to report, in part, that they have examined the documents emanating from state Grand Lodges working under authority from the Grand Lodge of the United States, which were referred to them, and give the following as the result of their investigation.

In the report from the Grand Lodge of Maryland, there is omitted the names of suspended and expelled members.

The report from the Grand Lodge of New York is correct in all its parts.

The report of the Grand Lodge of the District of Columbia, is correct, with the exception that the names of suspended members are omitted.

The same omission exists in the report from the Grand Lodge of Pennsylvania. Also, in the report from the Grand Lodge of Ohio, there is the same omission. No names of Past Grand Masters appear in this report. The report from the Grand Lodge of Virginia is correct.

• Taken up.-The most provoking deficiencies occur throughout a great part of the minutes of this session; in this case, we are unable to supply the residue of action. The report was taken up, but in what way it was disposed of is uncertain.

The names of expelled and suspended members are omitted in the report from Louisiana. This report also is addressed to the "Right Worshipful," &c., instead of the "Right Worthy," the proper title in this Order.

There is no seal appended to the report from the Grand Lodge of Kentucky, as required.

In the report from the Grand Lodge of New Jersey, the names of suspended members are omitted. The committee are requested to state by the Representative from New Jersey, that, on his return to his Grand Lodge, those names, and the cause for which they were suspended, will be forwarded to the Secretary of the Grand Lodge of the United States.

The committee have experienced much difficulty in ascertaining the correctness or incorrectness of the reports from state Grand Lodges, and would, therefore, to avoid future difficulties on the subject, and in order that the reports may hereafter be presented to the Grand Lodge of the United States, accurately made out, offer the following resolution.

Resolved, That the Grand Secretary cause to be printed the necessary form for reports from state Grand Lodges, and forward a requisite number of said blanks to the Secretary of each state Grand Lodge.

Rep. Borrows, of District of Columbia, asked to be excused from the special committee to whom was referred the report of the Travelling Agent, which was granted.

The Chair named Rep. Ridgely, of Ohio, to fill the vacancy.

Rep. Pearce, of Pennsylvania, from the Committee on Reports, presented the following report, which was accepted.

To the R. W. Grand Lodge of the United States:

The Committee on Reports have examined all the reports from subordinate Encampments, and beg leave to offer the following report:

1st. The reports of Mt. Hebron Encampment, No. 2, of New York; of Wildey Encampment, No. 1, of New Orleans; of Mt. Horeb Encampment, No. 1, Louisville, Ky.; of Neilson Encampment, at Richmond; and of Abram's Encampment, No. 1, Wheeling, are all right.

2d. The reports of Olive Branch Encampment, Covington, Ky.; of Trenton Encampment, No. 2, Trenton, N. J.; of Jerusalem Encampment, No. 4, Norfolk, Va.; and of Wildey Encampment, at Portsmouth, are all correct, with the exception that they have no seal appended to them.
