PROCEEDINGS.

HARTFORD, CONN., September 6, 1892.

Previous to the assembling of the sixth annual convention of the International Association of Factory Inspectors, the delegates came together in the Senate Chamber, Capitol Building, and were introduced to Governor Morgan H. Bulkley by Chief Factory Inspector of Connecticut, William S. Simmons. The Governor, in welcoming the Delegates, said: That it gave him pleasure to meet and greet the Delegates of the Convention; he welcomed them as the guests of the State; that he was much interested in the work in which they were engaged; that much depended upon them for the good and welfare of the workingmen in the various occupations in which they were engaged; that the duties devolving upon them as Inspectors were of great importance and magnitude, and hoped that their stay in Hartford would be pleasant and interesting. It has been my pleasure on several occasions to meet various associations and to extend a greeting on behalf of the State when they met in the Capitol City. I have been pleased to meet all organizations. You represent those who come in contact with all the best industrial pursuits of the country; you occupy, as the representatives of your several States and Canada, responsible positions and great interests; your duties are beneficial to those who are employed in the various avocations in life. I am glad to see you here in our State where there are so many valuable industries.

Rufus R. Wade, President of the Association, replied on behalf of the delegates as follows:

GOVERNOR BULKLEY:-In behalf of the representatives of the Factory Inspectors of the United States and Canada, met here in annual convention, it becomes my pleasant duty to gratefully acknowledge your cordial welcome to the hospitalities of the State of Connecticut.
