Could you prepare another table, not necessarily for the record, showing how that would be divided, if we were able to find an additional $40,000,000 for flood control and $30,000,000 for rivers and harbors and one for $30,000,000 for flood control, and $20,000,000 for rivers and harbors?

The $30,000,000 flood control list is printed as table No. 20 and the $20,000,000 river and harbor list is printed as table No. 21 and will be found on pages 515, and so forth.

The river and harbor list for $30,000,000 is the same as for table No. 17.

CONSTRUCTION OF HYDROELECTRIC PLANT AT FORT PECK DAM

Mr. SNYDER. The next item is the estimate of $2,000,000, for continuing construction of the hydroelectric plant at the Fort Peck Dam, Mont.

First, will you please explain why this new language is inserted in the bill?

Captain MARSHALL. The Budget set up estimates for power plants authorized by law to be constructed by the Corps of Engineers, a system of power installations at Fort Peck, as at Bonneville.

The work at Bonneville has already reached the point where of the 10 hydroelectric units, units Nos. 1 and 2 have been completed, and units Nos. 3 and 4 were started under continuing contracts last year with funds appropriated for the maintenance and improvement of rivers and harbors, and this amount of $7,000,000 set up in the Budget estimate this year will continue the contracts on units Nos. 3 and 4 and enable us to start units Nos. 5 and 6, leaving a balance of $12,000,000 to complete the authorized installations of power units, consisting of 10 units at Bonneville.

It should be understood that the Corps of Engineers constructs the power plant and installs the generating equipment and delivers power at the switchboard to the Bonneville administrator. He receives funds from other appropriations to build transmission lines and necessary installations for distributing and selling the power generated at Bonneville.

At Fort Peck the language of the act authorizing the power plant provides that the Bureau of Reclamation shall determine what power installations shall be made and when construction shall start.

It is our understanding that the Bureau of Reclamation is now making a survey to determine how soon they can use the power produced at Fort Peck in pumping water for irrigation works in several States in the vicinity of the dam.

Mr. SNYDER. Will you need the entire amount of $2,000,000 appropriated during the fiscal year 1940, or would it be sufficient to appropriate a part of it and include a contract authorization for the remainder?

Captain MARSHALL. The total cost will be about $7,000,000, and if the power plant is to be constructed under a continuing contract we should have at least $2,000,000 to provide for the power plant and building a surge tank, and for starting the generating units.

Mr. SNYDER. What have you previously spent on power units at this dam? You might put a statement in the record showing that. Captain MARSHALL. Do you want that for both Bonneville and Fort Peck?

Mr. SNYDER. Yes.

Captain MARSHALL. We will put that statement in the record. The total estimated cost of the Bonneville project, including an ultimate installation of about 500,000 kilowatts, is $75,000,000, of which amount $42,181,000 is chargeable to power. Of this sum, $22,881,000 has been expended or obligated to date for power purposes.

The total estimated cost of the Fort Peck project is $122,900,000, of which $6,750,000 represents the cost of the powerhouse and generating facilities. To date $300,000 has been expended or obligated for

power purposes.
