The estimated "Appropriations in Aid" for 1886-87, £657,526, include the sum of £199,138, "Extra Receipts," which under the arrangement in force prior to 1882 would have been paid into the Exchequer.

Grand Total........ £13,650,626 1. Wages, &c. to Seamen and Marines.-Net total £2,902,000, an increase of £128,800. The sub-heads are: Wages, &c. to seamen, boys, and coastguard, £2,579,050-increase £161,398; to marines £405,847-increase £9.987. The expense of raising men and boys is £4,000. For prizes for good shooting, seamen are to receive £975. and marines £1,000, a total of £1,975increase 116. Recruiting expenses of royal marines are £6.913-decrease £621; field allow. auces are £2,000; contingencies £21,500; and special gratuity to seamen and marines for serrice in Egypt £350. The Appropriations in Aid, in reduction of the gross amount of the vote, are £118.735. The details of those receiving pay, &c., under the vote are as follow:-13 flog officers, 2,686 commissioned officers, 495 subordinate officers, 882 warrant officers, and 33.375 petty officers, seamen, &c., making a total of 37.451. or 1.765 more than in the previous year. of 6,474 boys, 3,874 are for service in the fleet, and 2,600 under instruction in training-ships. In the coast-guard service there are 96 commissioned

3. Admiralty Office.-Net total £203.400, an increase of £5,100. The sub-heads are: Salaries, wages, &c. L200, 394-increase £8,542; travelling expenses £5,000 increase £500; contingencies 2,526-increase £58. The cost of the several departments, and details of the principal salaries, will be found at p. 208.

4. Coast-guard and Royal Naval Reserves.-The net total is £207,600, an increase of £2,300. The sub-heads are: Salaries, wages, &c. of Royal Naval Reserves Office £4.712-increase £391; rents and insurance of coast-guard buildings £28,822-increase £32; travelling expenses, removals. &c. £15,168-decrease £592; fuel and light 4.435; contingencies of coast-guard on shore £2,560-increase £26; wages, &c. of naval reserve 145.690-increase £1,940; seamen and marine pensioners reserve £2,050: naval artillery volunteers £4,230-increase £2,070. Admiral Superintendent of the Reserve receives £1,961, his secretary £479; a senior captain 1.000; an assistant paymaster £287: while the clerical staff pay and other charges amount to £985. The expenses of the Coast

guard Service provided for in this vote amount £1,321,195-increase £82,028; police £34,789— to £50,985, but charges under other votes bring increase £83. Abroad, the chief items are: up the total to £445,685. In the Royal Naval salaries, &c. £48,796-increase £1,802; wages to Reserve (18,325 in number) £84,500 is charged as artificers £108,736 increase £8,657; yard the annual retainer to seamer, and £43,700 for service afloat £9.491-increase L541; police drill pay and lodging allowance, £8,000 for £11,554-increase £805. The remaining minor erection and repair of batteries for drill pur- sub-heads will be incidentally noticed further poses, £4,794 to deputy registrars for enrolling on. The following details are of chief interest :-men, besides smaller amounts for medical fees, (a) Dockyards at Home. - Portsmouth: the and other charges connected with the force, salaries paid to 304 officials amount to £50,918; making a total of £145,690. With other votes, wages, &c., for 6,190 men £423,069; to 132 police in addition to this sum, the total charge for the Reserve is £225,592.

5. Scientific Branch.-Net total £113,200, an increase of 6oo. The salaries, &c., of the Royal Observatory cost £5,165, some details of which will be found in p. 164. The exper.ses for repairs, apparatus, &c. are £3,201. The Cape Observatory includes an astronomer at £800, a first assistant at £550, and other salaries and apparatus make a total of £5,806. The expense of the Nautical Almanac is £3,431, including salary of the Superintendent £600, a chief assistant £400, besides ten other assistants. The average annual sale of the Almanack for the last five years has been 14.965, the number sold in 1881 (15,870) dropping to 14,065 in 1885. Chronometers are estimated to cost £1,432, and the expenses of the Compass Department are £1,742. There is an item of £250 devoted to rewards, experiments, &c., which in 1884-85 was added to the funds of the Institution of Naval Architects. The Inspector of Naval Schools receives 700, and the Sub-Inspector £344, making, with travelling expenses, a total of 61,254. An annual contribution of £300 is paid to the Royal United Service Institution. In the Hydrographical Department the Hydrographer receives £1,000, besides his half-pay of £264; an assistant £800; a chief civil assistant 600; other assistants £5.370; and seven draughtsmen £2,195. For the drawing and engraving of charts £6,500 is charged, and £6,100 for printing and mounting them. In 1885 there were 140,179 charts sold. producing £8,294: the annual average for five years was 136,276 sold, producing £7,656. The total for salaries is 10,731, and the cost of the department £43,931. Of this £19,000 is the charge for coast and other surveys carried on in various parts of the world, in hire of vessels, wages, &c., to which may be added £67,241 provided in other votes, making the total charge for the surveying service £86,241. The cost of education at the Royal Naval College, Greenwich, with incidental expenses, is £31,925; and the conduct of examinations there £2,121. The cost of the Naval Museum at Greenwich is set down at £631; the training of naval cadets £19.694, of which 10,050 will be met by parents and guardians, leaving the cost at £9,644, to which may be added £15,779 provided under other votes, making the total charge £25,423. The training of engineer students at Portsmouth and Devonport is £13.340, a further sum of £1,074 being charged under other votes, making a total of £14,414, of which £2.972 is to be contributed by the students; and the expenses for the examination of candidates for the naval medical service are £415. The receipts applied in reduction of the gross estimate amount to £21.438.

6. Dockyards and Naval Yards.-Net total 1.729,500, an increase of £58,000. The most important sub-heads are--Home: salaries £170,972 -decrease £1.308; wages to artificers, &c.

Chatham: salaries to 201 officials £35,615; wages for 4,517 men £305,954; to 109 police £9,679. Sheerness: salaries to 115 officials £21,171; wages for 1,740 men £117,253; to 32 police £2,871. Pembroke: salaries to go officials £17,047; wages for 2.336 men £152,562; to 34 police £3,010. Deptford Storeyard: salaries to 15 officials 62,892; wages for 82 men £4,979; to 3 police L265. Haulbowline: the salaries are paid under Vote 7 wages for 19 men £1,077. Portland Coaling Dépôt salaries to 2 officials £665; wages for 2 men £285. The total officials for the above dockyards number 967, against 993 in 1885-86, and their salaries amount to 170,972, against £175,280 in the previous year. The total number of artificers to be employed in the dockyards at home is more than last year, being 19,873, against 18,056: viz., for ships building and completing 10,173 men; for repairs 5,203; for yard manufactures, storekeeping, and other incidental purposes 4,492.

9. Marine Divisions.-Net total £21,700. The disbursements are-salaries £7.588; rents, water, c. £7,552; gas £3,400; contributions and grants 1. aid £776; contingencies £2,418. The details are-Chatham: total £3,879, against £3,850. Portsmouth (Forton): £5,054, against £4,650. Portsmouth (Eastney and Fort Cumberland): £4.909, against £5,399. Plymouth: 3,840, against £3,783. Walmer Recruit Dépôt, £4,052, against £4,058.

10. Naval Stores for Building and Repairing. This vote is divided into two sections, the first dealing with Nacal Stores, and the second with Kuchinery and Ships built by contract. The net total of the first section is £1,206,000, a decrease of £142,000. The second section of the estimate £2,371,300, an increase of £245,300. The

details are:

Sect. I.-Timber, masts, deals, &c. £162,200, against £237,000; metals and metal articles £515,000, against £521,500; coals and other fuel £155,000, against £285,000; hemp, canvas, &e. £122,000, against £126,500; paint, oils, pitch, class, and similar articles £180,000, against £234.500 electrical, torpedo, and other appaFatus £87,800, against £110,000; and freight and other charges on naval stores £33,000, against £30,000. The appropriations in aid amount to £150,000.

Sect. II.-The total required for steam prorelling machinery is £730,500, an increase of £4,200. The sam required for ships building

by contract is £989,700, against £773,750. The remaining items are: £25,200 for machinery connected with steering, &c.; £23,500 for experimental services; £486,400 for gun mountings; £35,000 for repairs of ships in private dockyards; £18,500 for salaries of superintendents of contract-built ships; £10,000 for steam launches and pinnaces; £51,500 for torpedoes purchased; and £1,000 for breaking up ships, &c. 11. New Works, Machinery, and Repairs.-Net total £623,709, a decrease of £36,900. For new works and buildings £12,000 is required for Chatham; for Portsmouth £10,000 for extension of the yard, on which £2,190,245 has been expended, £27,000 for torpedo range and stores, and £11,000 for other purposes; for Keyham 21,500; for Harlbowline £35,000; for Gibraltar £3,000; for Malta £48,650; for Bermuda £5,000; and for Hong Kong Lic,000. For minor works and buildings at home the sum of £138,835 is required, £28,425 being for Chatham; for Sheerness £6,885; Portsmouth £60,510; Devonport and Keyham £27,970; and other places £15,045. For minor dockyards abroad the sum required is £48,415. For victualling yards at home the total is £9,060; and abroad £1,390; hospitals and prisons at home 12,430; abroad £5,450; marine barracks and infirmaries £17.505; Coastguard £25,000; naval colleges £5,435; breakwaters £13,830; and temporary superintendence at home 10,000; abroad £4,000. For yard machinery and repairs at dockyards at home the amount required is £44,702; £13,600 being for Chatham; £1,475 for Sheerness; £17,605 for Portsmouth; £2,500 for Devonport and Keyham; and £9,522 for Pembroke. For naval yards abroad £23,649; and for victualling yards at home £2,550. Appropriations in aid amount to £6,953. 12. Medicines and Medical Stores, &c.-Net total £62,600, an increase of £800. The disbursements are-Hospital and Infirmary provisions, medicines, instruments, &c. £61,250increase £750; subsistence, &c., of seamen at sick quarters, &c. £12,000; expense of carrying out the provisions of the Contagious Diseases Act £6,510; and miscellaneous disbursements, medical service £1,800. Appropriations in aid amount to £18,960.

13. Martial Law, &c.-The total is £9,400, a decrease of £600. The heads of expenditure are-Courts-martial 2,000; Naval Prison, Lewes £1,000; ditto at Hong Kong, Bermuda, the Cape, Ascension, and Coquimbo £1,270; conveyance of prisoners £1,280; and subsistence abroad £850.

14. Miscellaneous Services.-Net total £135.700, a decrease of £8,400. The amounts of chief importance are--piloting and towing ships of the navy £9,000; passage-money and conveyance of officers, seamen, and marines £60,500. The Commanders-in-Chief absorb for rents, rates, &c. £3,500; telegrams £9,000; compensation to officers for losses by shipwreck £700; contributions to sailors' homes £650; to religious and charitable institutions £1,500; allowances to ministers of religion £3,300; percentage to banks £1,900; medals £170; advertisements and stamps on contracts £2,400; compensation for damages done by navy vessels £2,500; expenses of committees £2,000; stationery £3,800; lodg ing allowance to naval officers £4,500; wator police £4.375; naval attachés £1,000; construction of docks at Hong Kong £10,000; expenses of boys in training-ships £2,900; and miscellaneous payrients and allowances (including the conveyance by sea of the Royal Househoid,

and the entertainment of royal personages) £9,000. There are a few other items of minor importance, while the receipts taken in reduction of the gross estimate amount to £5,060.

Half-pay, Reserved, and Retired Pay to £150,000 to artificers, &c. Pensions to 950 Naval and Marine Officers.-Net total £812,900, persons connected with the Coastguard, ina decrease of £17,500. The gross estimate is cluding 70 widows and 22 children, amount to divided into four items, £81,057 for half-pay-38,800; gratuities to other persons £300; condecrease £15,383; £665,873 for reserved and tribution to Metropolitan Police Pension Fund retired pay increase £6,342: £61,020 for com- £5.168; £230 towards pensions to Registrars; mutation of retired pay-decrease £8,460; and gratuities to clerks on retirement £13,249; and £5,000 as gratuities to officers on retirement. On commutation of pensions £10,467. the active list there were 355 officers, requiring 17. Non-Naval Services and Freight.-Net total £81,057; 68 on the reserved list 15,637; 2,058 £252,000, an increase of £41,000. The heads are on the retired list £572,933; and 241 retired special allowances to officers and men of troopmarine officers £77,303; making a total of ships £4,750-increase £50; coals £21,000-in£746,930. In respect to the commutation of re- crease £4.700; medicines, &c. £150; pilotage, tired pay, by arrangement with the Commis- &c. £4,700-increase L660; conveyance of troops sioners for the Reduction of the National Debt and horses abroad, homeward, and intercolonithe sum of £61,020 is paid for a terminable ally £142,900-decrease £16,100; conveyance of annuity sufficient to repay in ten years the stores £67,700-increase £20,500; conveyance of amount advanced, with interest thereon at the troops coastwise £11,500-increase £4,700; hire rate of 31⁄2 per cent. per annum. of transports £53,500-increase £28,100; condensing and ice ships £4,600; transport officers in London and at the outports £1,500; and telegraphic expenses £1,000. Repayments taken in reduction of the vote amount to £61,300.

16. Military and Civil Pensions and Allowances. -This Vote is divided into two sections: the net Military estimate is £905,800, an increase of £600. The Civil section amounts to £333,300, an increase of £3,000.

Sect. I. Military. The chief heads are: Pensions for meritorious services £6,400, distributed in amounts of £300 annually to flag officers, L150 to captains, and in amounts of £100 to £200 to marine and medical officers. The pensions for conspicuous bravery amount to £280, being £150 to 15 recipients of the Victoria Cross, £100 to 9 men who have received a medal for conspicuous gallantry, and £30 to 3 sergeants "for distinguished and meritorious service and gallant conduct in the field." Pensions for wounds amount to £6,000 among 84 officers. Pensions to engineers, warrant officers, &c., 937 in number, amount to £88,500; to 189 widows and relatives of officers slain or drowned £13,041; to 2,295 widows of naval officers £126,500; to 119 widows of marine officers £6,200; compassionate allowances for 1,501 children £22,500; compensation to lieutenants for loss of appointments 81; pensions to 88 old and disabled officers £5,025 to 24,836 seamen and marines for wounds, &c. The numbers of officers and men in the naval service, according to the returns of the 1st of February, 1886, are:-Fleet service-officers and seamen 37,149, boys 6,741; Coast guard 3.896; Royal Marines 12,844; Naval establishments on shore-officers, seamen, &c., 575; Royal Marines 193; Royal Naval Reserve - officers 325, men 17,890; Seamen and Marine Pensioners Reserve 2,072; Royal Naval Artillery Volunteers-officers 70, men 1,357; a total of 82, 112. In addition to this number all pensioners whose age does not exceed 55 years are liable to be called up for active service in case of war or any emergency.

In November, 1885, the steam ships in commission numbered 191, comprising 30 armourplated ships, 1 frigate, 26 corvettes, one torpedo ram, 16 sloops, 22 gun vessels, 48 gunboats, 25 miscellaneous, z despatch vessels, 7 troop and store ships, 4 Indian troop-ships, 4 royal yachts, and 5 surveying vessels. Sailing vessels numbered 30, and stationary ships 37, making a total of 258.
