The following were presented and referred under Rule 37:

To the Committee on Special, Private and Local Legislation: By MR. FICKLEN: A bill to provide under what circumstances the council of the city of Danville shall sell, lease, or grant and convey the electric, gas, or water, works or plants, with their distributing systems and their necessarily appurtenant franchises and rights, which are the property of said city.

By MR. JONES, of Spotsylvania: A bill to provide school facilities for the children of school age, resident of Ellwood City in Spotsylvania county.

By MR. REID (by request): A bill to provide for the incorporation of that territory now composing the subdivisions of the Commonwealth of Virginia, known and designated as Arlington county, as a body politic and corporate to be known and designated as the city of Arling

To provide a city government therefor, and to provide the manner in which towns and parts of towns in said territory may become part of said city.

The morning hour having expired, the House proceeded to the business on the Calendar.

The following Senate bills were read at length a first time:

No. 15. Senate bill to amend and re-enact section 5985 of the Code of Virginia, as amended by chapter 434 of the Acts of 1922, providing for exemptions from jury service.

No. 281. Senate bill to amend and re-enact section 4902 of the Code of Virginia, as amended, relating to juries being kept together and expense thereof.

No. 308. Senate bill to designate the commencement of the terms of court of the Twenty-third Judicial Circuit.

No. 162. Senate bill to authorize a school census in the city of Hopewell, Virginia, to be in lieu of the regular quinquennial census taken in said city in 1925.

No. 45. Senate bill to provide that the heads of the tax-supported institutions of higher learning shall confer with each other, with the rectors or chairman of the governing boards of said institutions, with the State Superintendent of Public Instruction and the State Board of Education under the direction of the Governor, for the purpose of preparing a plan eliminating unnecessary duplication, defining the educational scope and activity of each institution and means for future coordination; to provide for the elimination of certain courses and to prevent future duplication.

No. 151. Senate bill to amend the charter of the city of Fredericksburg.

No. 214. Senate bill to authorize the councils of the cities to provide for the cutting of weeds and other foreign growth on vacant property.

No. 225. Senate bill to amend and re-enact an act of the General Assembly, approved April 11, 1927, entitled "An act to provide for the relief of volunteer firemen killed or injured while engaged in fighting fires or in going to or returning therefrom, in Arlington county and the city of Alexandria."

No. 243. Senate bill to amend and re-enact chapter 31 of the Acts of the General Assembly of Virginia of 1924 entitled "An act to authorize and empower the councils of the cities and towns of the State to appropriate money for advertising their resources," approved February 18. 1924.

No. 244. Senate bill to amend and re-enact section 2 and section 47 of an act entitled "An act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke," approved March 22, 1924, subsection 10, of section two of which, as amended, and subsection 11, of section two of which, as amended.

No. 249. Senate bill to amend and re-enact section 3042 of the Code of Virginia, in relation to the powers of certain cities to acquire water works systems.

No. 270. Senate bill to amend and re-enact an act to prohibit the hunting, killing, chasing, snaring, or trapping, tracking in the snow, or chasing with dogs, any elk in the counties of Bland, Craig, Giles, Montgomery, or Pulaski; limiting the number to be killed during the open season, naming the open season, providing for nonresident license and the penalties for violation thereof.

No. 368. Senate bill to amend and re-enact section 2726 of the Code of Virginia, as heretofore amended, which said section is in chapter 109 of the said Code on the subject of boards of supervisors.

No. 261. Senate bill to authorize the board of supervisors of Hanover county to set up in a special fund the proceeds derived from the sale of property formerly used for the general reception of the poor of said county, and to invest the same, and use the income therefrom, or so much thereof as may be necessary, for the care and maintenance of the poor of said county.

No. 96. Senate bill to amend and re-enact subsection 1 of section 3292 of the Code of Virginia, as amended by an act approved March 20, 1924, in relation to crabs.

No. 180. Senate bill to prohibit any person from shooting from any duck blind belonging to another, in the waters of Middlesex county; limiting the number of duck blinds to be built by any person; and prescribing penalties for violation.

The following House bills were read at length a first time and ordered to be printed:

No. 353. House bill to validate certain judgments rendered upon pleadings which failed to contain certain allegations as to the assessment for taxation, of the bonds, notes and other evidences of debt sued on; and to protect the title to lands sold under deeds of trust, where the holder of the notes secured by the deed of trust had not listed same for taxation.

No. 354. House bill to amend and re-enact chapter 276 of the Acts of the General Assembly of Virginia of 1922 entitled "An act to provide for the enumeration of the veterans, the wives and the widows of veterans of the Confederate army and navy, and to repeal an act entitled an act to provide for the enumeration of the veterans of the Confederate army and navy, approved March 20, 1920," approved March 15, 1922.

No. 355. House bill to authorize and require certain district school taxes to be levied in the county of York, and to provide for the collection and expenditure of the funds derived from such levies.

No. 356. House bill to authorize the board of supervisors of the county of Scott to levy, for local school purposes, a district tax in addition to the maximum, now authourized by general law, on all property in Floyd magisterial district, subject to district taxation, for school pur

poses.

No. 357. House bill to authorize the College of William and Mary in Virginia to sell or otherwise dispose of, the property, held by it, known as the "Matthew Whaley School" property.

No. 358. House bill to provide for protection of school children, upon the streets and highways, when being transported to and from school by buses and other vehicles.

No. 359. House bill to authorize and empower the board of supervisors of Fluvanna county to levy an additional capitation tax, which shall be applied in aid of the public schools of the said county, or for such other county purposes as the said board shall determine.

No. 360. House bill to prohibit hazing at any school, college or university receiving State appropriations in this State, and to provide punishment and civil liability therefor.

No. 361. House bill to amend and re-enact sections 6, 7 and 21 of an act entitled an act to provide a new charter for the town of Shenandoah, Virginia, and to repeal all acts inconsistent with this act, approved March 17, 1926, and to further amended said act by adding thereto a new section to be numbered section 5-a.

No. 362. House bill to amend and re-enact section 2 of chapter 42 of the Acts of 1901-2, as heretofore amended, entitled "An act to incorporate the town of Fries in Grayson county, Virginia," approved December 21, 1901.

No. 363. House bill to amend and re-enact section 3192 of the Code of Virginia, as amended, relating to dams, et cetera; to be provided with suitable fishway.

No. 364. House bill to authorize the council of the city of Newport News to borrow a sum of money not exceeding $45,000.00, and to issue bonds or certificates of indebtedness therefor, for the purpose of purchasing property, if necessary, and for the establishment, construction and equipment of a public library, and reading room in said city, and to provide for the payment of the interest on such bonds and the redemption of the principal thereof at maturity.

No. 365. House bill to amend and re-enact section 45 of an act entitled "An act to provide a new charter for the town of Salem, Virginia, and to repeal all acts and parts of acts in conflict therewith," approved March 20, 1924.

No. 366. House bill to amend and re-enact an act entitled "An act to authorize and direct the board of supervisors of every county which alone constitutes a judicial circuit and which adjoins a city containing more than 100,000 inhabitants to fix the salary of the justice of the juvenile and domestic relations court of such county, approved February 18, 1924.

No. 367. House bill for the protection of foxes in the county of Halifax.

No. 368. House bill to authorize the board of supervisors of Roanoke county to enact an ordinance requiring building permits for the construction, repair or improvement of certain buildings located in subdivisions of land, and to prescribe penalties.

No. 369. House bill for the protection of all fur-bearing animals in the county of Halifax.

No. 370. House bill to authorize the council of the town of Boydton, in the county of Mecklenburg, to borrow a sum of money, not in excess of $40,000.00, and to issue bonds of said town therefor, for the purpose of acquiring property, if necessary, and constructing a water system or sewerage system, or both; and to provide for the payment of the interest on said bonds, and the redemption of the principal thereof at maturity.

No. 371. House bill to amend and re-enact section thirty-two hundred and ninety-five of the Code of Virginia, in relation to clamming grounds, in the waters of the State.
