No. 80. House bill to amend and re-enact section 5262 of the Code of Virginia, relating to the recording, effect of recordation and indexing of wills, was on motion of MR. PAGE, recommitted to the Committee for Courts of Justice.

No. 89. Senate bill to amend and re-enact subsection (c) of section 25 of the Tax Code of Virginia and to add a new subsection to the said section 25 of the Tax Code of Virginia to be designated (m), the said subsection being in relation to deductions allowed under the income tax law; also to amend and re-enact sections 71, 72, 73, 77 and 81 of the Tax Code of Virginia, which sections are in chapters 7 and 8 of the Tax Code of Virginia on the subjects of intangible personal property and banks, banking associations and trust companies, was on motion of MR. BREWER, taken up out of its order on the calendar and made a special and continuing order for Monday, February 13, 1928, at 12:30 o'clock P. M.

The following Senate bills were read at length a second time:

No. 94. Senate bill to create a commission to examine records and papers in the offices of the Comptroller, Auditor of Public Accounts, State Treasurer, and the State Librarian, and to order the destruction of such as are not necessary to be kept as perpetual records.

No. 109. Senate bill to confirm in the State Corporation Commission of Virginia the jurisdiction, powers and duties, as conferred on said commission by the Constitution and general laws of this State, with respect to the control and regulation of the street railway rates and service of any public service corporation doing a street railway business in any city in this State, having a population, according to the 1920 United States census, of not less than 100,000, and not exceeding 150,000, under a franchise heretofore granted, renewed, extended or amended by such city, notwithstanding any provision in the municipal charter of said city, to the contrary, or in conflict or inconsistent with this act.

No. 31. Senate bill to amend and re-enact sections 1579, 1581 and 1582 of the Code of Virginia, section 1581, as amended by Acts, 1924, page 499, relating to vital statistics.

No. 75. Senate bill to authorize the city of Newport News to borrow a sum not exceeding forty thousand dollars, and issue bonds therefor, to be used for the purchase of municipal equipment for said city.

No. 76. Senate bill to authorize the city of Newport News to borrow eighty thousand dollars, and to issue bonds therefor, to be used by said city in making public improvements in territory annexed to the city of Newport News, under provisions of section 2958 of the Code of Virginia, as amended by act of Assembly of Virginia, 1924, chapter 441.

No. 21. Senate bill to amend and re-enact section 3463 of the Code of Virginia, as amended, relating to the salaries of judges of the Supreme Court of Appeals.

No. 103. Senate bill to amend and re-enact sections 5019, 5048 and 2091 of the Code of Virginia, the former as heretofore amended, and to repeal section 5036 of the Code of Virginia.

No. 53. Senate bill to validate an ordinance of the city of Hopewell, adopted by the city council of the city of Hopewell on the 29th day of August, 1927, authorizing the issue of fifty thousand dollars. ($50,000) worth of bonds, twenty-five thousand dollars ($25,000) of which is to be used to construct a jail and twenty-five thousand dollars ($25,000) of which is to be used to institute and maintain sewerage and culverts and other public improvements in the city of Hopewell, and to validate an election held on the 8th day of November, 1927, submitting to the qualified voters of the city of Hopewell the right to pass on the issuing of said bonds, pursuant to chapter 122, of the Code of Virginia; and authorizing the city of Hopewell to issue fifty thousand dollars' ($50,000) worth of bonds, twenty-five thousand dollars ($25.000) as jail bonds and twenty-five thousand dollars ($25,000) as sewerage and other public improvement bonds.

No. 62. Senate bill authorizing the Commission of Game and Inland Fisheries to exercise full control of the hunting and fishing rights and privileges in all forest and watershed areas in this State which are now owned, or which may hereafter be acquired for this purpose, by the United States government.

No. 37. Senate bill to amend and re-enact an act entitled an act to amend and re-enact an act entitled an act to prevent damage and injuries by dogs, and to provide compensation to owners of stock so injured; to provide compensation to owners of fowls so injured, and to provide funds for the enforcement of this act therefrom, approved March 20, 1918; as amended by an act approved March 22, 1920: as amended by an act approved March 14, 1924; and as further amended. by an act approved March 24, 1926.

No. 58. Senate bill to amend and re-enact paragraph first, subsection "b" of paragraph second and paragraph fourth of section 3356 of the Code of Virginia, relating to unlawful hunting and possession of game and other birds and animals.

No. 36. Senate bill to amend and re-enact an act entitled an act to amend and re-enact an act entitled an act to provide for the payment of bounties for the killing of certain predatory animals and birds, approved March 10, 1920, as amended and approved February 11,

1922.

No. 65. Senate bill to amend and re-enact sections 2 and 4 of the charter of the town of Wise, in Wise county.

No. 33. Senate bill to repeal sections 3201, 3206, 3207, 3208 and 3210 of the Code of Virginia, and an act entitled an act to limit the number of certain game fish that may be taken in anyone day in this Commonwealth, approved March 17, 1922, and to amend and re-enact subsections first, second and third of section 3195 of the Code of Virginia, in relation to fishing.

No. 34. Senate bill to amend and re-enact clause seventh of section 3356 of the Code of Virginia, relating to further protection of

game.

No. 35. Senate bill to amend and re-enact section 3348 of the Code of Virginia, relating to trapping, et cetera, fur-bearing or hairbearing animals on the lands of another.

No. 146. Senate bill to amend and re-enact section 2601 of the Code of Virginia, in relation to funding of the public debt, et cetera; the opening of the funding for one year from the date of the passage of this bill and the assuming of Virginia's two-thirds and the discontinuing of issuing West Virginia's one-third certificates.

The Senate has agreed to House amendments to Senate bill entitled an act to revise, simplify, arrange and consolidate into an act the general tax and revenue statutes of the Commonwealth, which act shall constitute, and be designated and cited as "The Tax Code of Virginia." No. 1.

They have passed House bills entitled an act to amend and reenact subsection (e) of section 29 of chapter 149 of the Acts of 1926, entitled an act to continue the office of Motor Vehicle Commissioner; to provide for his election; to prescribe his powers and duties; to protect the title of motor vehicles; to provide for the registration of titles thereto and the issuance of certificates of title; to prescribe the effect of such registration; to provide for the licensing of motor vehicles and chauffeurs; to provide penalties; and to repeal all acts and parts of acts in conflict herewith, approved March 17, 1926, No. 10; an act to authorize the board of the Virginia Teachers College to sell and convey a tract of land belonging to the State Teachers College at Fredericksburg and to acquire by purchase for said college certain lots from the proceeds of sale, No. 27; an act to authorize the city of Newport News to borrow a sum not exceeding forty thousand dollars, and issue bonds therefor, to be used for the purchase of municipal equipment for said city, No. 39; an act to authorize the city of Newport News to borrow eighty thousand dollars, and to issue bonds therefor, to be used by said city in making public improvements in territory annexed to the city of Newport News, under provisions of section 2958 of the Code of Virginia, as amended by an act of General Assembly of Virginia, 1924, chapter 441, No. 40; an act making it unlawful for any person to permit dogs to run at large in the county of Northumberland during the months of April, May, June, August and September of each year, No. 44; an act to validate, ratify and confirm the issue of bonds made in pursuance of an act to authorize the city of Williamsburg to borrow a sum of money not exceeding twenty-five thousand ($25,000.00) dollars, and to issue bonds therefor, for the purpose of refunding certain water and sewer system and public school bonds, which were issued, but not sold, and to pay off the floating indebtedness of the said city, approved March 23, 1926, No. 47; an act to authorize a school census in the city of Roanoke, Virginia, to be in lieu of the
