DEAR MR. SPEAKER: I am transmitting herewith a report, dated March 5, 1928, from the Chief of Engineers, United States Army, on reliminary examination and survey of "Columbia and lower Willamette Rivers between Portland, Oreg., and the sea, with a view to deepening and widening the channel," and on preliminary examinaton of "Columbia River from Tongue Point base, Astoria, Oreg., its mouth," authorized by the river and harbor act approved March 3, 1925, together with accompanying papers and maps.
