and width to accommodate the present and prospective commerce at low-water datum for the Great Lakes and their connecting waters, and their principal harbors and river channels, either by means of compensation or regulatory works or by dredging and rock removal in the separate localities, or by both methods." It is possible, even probable, that this board will recommend channel depths in the connecting waters of the Great Lakes greater than 22 feet. Should such a recommendation be acted on favorably by the reviewing authorities, and be adopted by Congress, a corresponding depth should be provided in this section of the St. Lawrence River.

3. In case neither of the two eventualities just considered takes place before the opening of the new Welland Canal and does not seem likely to take place within a short time thereafter, then it would be advisable to remove the shoals to a depth of 22 feet in the section of the St. Lawrence under consideration.

4. There will be no necessity or reason for any increased depth before the opening of the new Welland Canal, which is not scheduled for completion before 1930 and may not actually be placed in operation for a year or more thereafter. Under these circumstances it is recommended that this report be held in abeyance until such timepossibly two years or more- as the situation has cleared sufficiently to enable a recommendation to be made in accordance with the actual or probable course of events.
