MY DEAR MR. SPEAKER: I am transmitting herewith a letter from the Chief of Engineers, United States Army, of the 4th instant, together with reports dated March 1, 1923, and May 20, 1925, with maps, by Col. Herbert Deakyne, Corps of Engineers, on preliminary examination and survey, respectively, of Pinole Shoals (sic) and Mare Island Channel and turning basin, Calif., authorized by the river and harbor act approved September 22, 1922.
