Ferries and ferriage rates.

The title of this act, "An act for the encouragement of steam ferry boats between the southernmost ferry at Brooklyn, on the island of Nassau," expresses its purpose. The act provides: (§ 1) Rates of ferriage; (§ 2) Commutation rates; (§ 3) Continuation of the sail boat and common barge establishment; (§ 4) Power granted to the corporation of New York to regulate by ordinance. Section 4 was consolidated in L. 1882, ch. 410, § 86, ¶ 35.

Vessels in Hudson river obstructing ferries.

This act empowers the mayor, aldermen and commonalty to regulate the lying and mooring of vessels in Hudson river so as to prevent the same from obstructing the navigation of ferry boats. This act was consolidated in L. 1882, ch. 410, § 86,¶36.

Freedom certificates, recording, N. Y. City.

This act provided that the certificates of freedom of negroes should be entered of record in the office of the register. These certificates were required by the provisions of R. L. 1813, ch. 41, §§ 11-15, an act for regulating elections. Obsolete and unconstitutional under U. S. Constitution, 15th amendment. Tax for municipal purposes.

This act provides for the raising of the sum of $172,000. Jamaica village, Queens Co., charter.

This act grants the general powers of a municipal corporation. A subsequent charter was granted by L. 1855, ch. 264, which constructively repealed L. 1814, ch. 168. Streets and roads, N. Y. City.

Canal street assessment.

This act provides for certain alterations in the Parade, so called, and is an amendment to L. 1807, ch. 115.

(§ 1) The public square designated on the map or plan of the commissioners as the Parade to be reduced and altered in the manner following: Fourth and Sixth avenues to be continued northwardly from Twenty-third street so as to meet and unite with said avenues, respectively, at Thirty-fourth street; Thirty-first street to be extended and continued easterly from Seventh avenue so as to meet and unite with Thirty-first street at Third avenue; Thirty-second street and Thirty-third streets to be extended and continued easterly from Seventh avenue so as to meet and unite with Thirty-second street and Thirty-third street respectively, at the easterly side of the Eastern Post road; Twenty-fourth, Twenty-fifth, Twenty-sixth, Twenty-seventh, Twenty-eighth, Twentyninth and Thirtieth streets to be extended eastwardly to Sixth avenue, and the said streets to be continued westerly from Third avenue and respectively continued in a straight line to Fourth avenue; Fifth avenue to be extended southwardly from Thirty-fourth street and continued in a straight line to Thirty-first street; that instead of the boundaries directed by the commissioners under L. 1807, ch. 115, the said Parade shall be bounded northwardly by Thirty-first street, eastwardly by Fourth avenue, southwardly by Twenty-third street, and westwardly by Sixth avenue. (§§ 2, 3) Provided for the rights of owners of the blocks formed by the extension of the avenues and streets as provided in section 1, and made provisions for the expenses of the alteration. (§ 4) Related to the Canal street opening, and continued the suspension of collecting the assessment therefor provided for by L. 1813, ch. 174.

Almshouse, Bridewell and City Prison, N. Y. City.

The preamble of this act recites: That the city has nearly completed the erection of buildings at Bellevue, in the ninth ward, to be used as an almshouse and a jail, and the act provides: (§ 1) That one of the buildings shall be one of the city jails by the name of "The Penetentiary of the City of New York," and to be used for the confinement of persons convicted of crime or misdemeanor. (§ 2) That that part of the Bridewell, then established, shall continue to be the city prison. (§ 3) That the keepers of the penitentiary and of the city prison shall receive persons committed to those places. (84) That disorderly persons may be committed to the penitentiary for any term not exceeding six months. (85) That the common council may ordain regulations and ordinances for the government of the Almshouse, the Bridewell, the city prison and the penitentiary. (§ 6) Relates to the keeper of the almshouse.

Section 2 was consolidated in L. 1882, ch. 410, § 1493. Section 6 was repealed by L. 1821, ch. 13, so far as it relates to the term of offices of the almshouse, changing the term from seven years during the pleasure of the common council. The act was affected so far as it relates to the almshouse by L. 1822, ch. 13. (See L. 1822, ch. 13, infra.)
