For compensation to the assistant superintendent for the wes ern division of the canals and forces employed under him i recognition of the extra services rendered in connection with clear ing the Niagara river of ice, the sum of five hundred dollar ($500), which sum shall be apportioned by the superintenden of public works as in his judgment shall be deemed proper.
