tion of the Constitution of the United States and obedience to the laws of our country, thus developing in them the largest capacity for performing the duties of American citizens; to cherish, maintain, and extend the institutions of American freedom; to foster true patriotism and love of country; and to aid in securing to all mankind the blessings of liberty.

SEC. 3. That the corporation created by this Act shall have perpetual succession; shall adopt a constitution, bylaws, and regulations, and change the same when necessary in order to carry out its purposes, not inconsistent with the laws of the United States or of any State; may use such emblems and badges as it may adopt; shall adopt a seal which may be altered or changed at pleasure; may publish a magazine known as the Bugle Call or other publications, and generally do any and all acts and things necessary and proper in carrying into effect the purposes of the corporation.

SEC. 4. The corporation and its State, Territorial, and local bodies shall have the exclusive right to use the name "Ladies of the Grand Army of the Republic" and no other organization, except the Grand Army of the Republic, shall use the name "Grand Army of the Republic."

SEC. 5. That said corporation shall establish and maintain its headquarters or principal office at Washington, District of Columbia; that the supreme governing and controlling authority shall vest in the national convention thereof, composed of delegates from the several departments as are now or may hereafter be organized and which are representative of the membership at large; that it may acquire any and all the assets of the existing national organization known as the Ladies of the Grand Army of the Republic; shall make and transmit to the Congress of the United States, on or before the 1st day of January in each year, a report of its proceedings for the preceding year, including the full and complete report of its receipts and expenditures: Provided, however, That said report shall not be printed as a public document.

SEC. 6. That the right to repeal, alter, or amend this Act at any time is hereby expressly reserved.

It may be of historical interest to note that it was upon the enactment of this second charter for the Bank of the United States, that the question was raised concerning the power of Congress to incorporate a bank, and decided by the United States Supreme Court in McCulloch v.
