Mr. Chairman and members of the committee, I in pleased to appear before you today to support the budget request $1,289,466,000 for the civil functions activities of the Army Corps of Engineers for fiscal year 1968. WATER RESOURCES DEVELOPMENT, CONTROL AND USE Before discussing the budget request, with your permission, I would ke to briefly discuss where we stand in providing for the needs of The American people in water resource development, control and use.
