STATEMENT OF LT. GEN. WILLIAM F. CASSIDY, CHIEF OF ENGINEERS, DEPARTMENT OF THE ARMY

BUDGET REQUEST

Senator ELLENDER. The subcommittee will come to order.

I regret I was tardy, but the mayor of my hometown is in my office with a large delegation and I presume that my colleagues know what that means.

Senator YOUNG of North Dakota. We understand your problem. Senator ELLENDER. Well, General Cassidy, we are glad to have you before us and I notice you have a written statement.

General CASSIDY. Yes, sir.

Senator ELLENDER. Would you like to proceed without interruption or do you mind interruption?

General CASSIDY. I do not mind interruption, sir.

Senator ELLENDER. All right. You may proceed.

General CASSIDY. Mr. Chairman and members of the committee, I in pleased to appear before you today to support the budget request $1,289,466,000 for the civil functions activities of the Army Corps of Engineers for fiscal year 1968.

WATER RESOURCES DEVELOPMENT, CONTROL AND USE

Before discussing the budget request, with your permission, I would ke to briefly discuss where we stand in providing for the needs of The American people in water resource development, control and use. The Army Engineers have with the authority and funds provided Congress gone a long way in meeting our country's water needs. When commerce between the several States of our young country was
