C., letter and state- AMENDMENT TO RAILROAD UNEMPLOYMENT INSURANCE ACT MONDAY, JUNE 23, 1947 UNITED STATES SENATE, SUBCOMMITTEE ON LABOR OF THE COMMITTEE ON LABOR AND PUBLIC WELFARE, Washington, D. C. The subcommittee met, pursuant to notice, at 9:30 a. m., in the committee room, Capitol Building, Senator Joseph H. Ball (chairman of the subcommittee) presiding. Present: Senators Ball, Murray, and Ellender. Senator BALL. The committee will please be in order. We begin today hearings on S. 670, a bill to amend the Railroad Unemployment Insurance Act, introduced by Senator Hawkes, which follows: [S. 670, 80th Cong., 1st sess.] A BILL To amend the Railroad Unemployment Insurance Act, as amended, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That subsection (h) of section 1 of the Railroad Unemployment Insurance Act, as amended, is amended by striking out the final sentence thereof. SEC. 2. Subsection (j) of section 1 of said Act is amended by striking out the following phrase appearing at the end thereof: ", maternity insurance, or sickness insurance". SEC. 3. Subsection (k) of section 1 of said Act is amended by striking out the designation "(1)" before the phrase "a day of unemployment", by substituting a colon for the comma after the word "office" and by striking out the following: "and (2) a 'day of sickness', with respect to any employee, means a calendar day on which because of any physical, mental, psychological, or nervous injury, illness, sickness, or disease he is not able to work or which is included in a maternity period, and with respect to which (i) no remuneration is payable or accrues to him, and (ii) in accordance with such regulations as the Board may prescribe, a statement of sickness is filed within such reasonable period, not in excess of ten days, as the Board may prescribe:". SEC. 4. Subsection (1) of section 1 of said Act is amended by striking out the words "or sickness" appearing at the end of the first sentence thereof and by striking out the two sentences numbered (1) (1) and (1) (2), respectively. SEC. 5. (a) Subsection (a) of section 2 of said Act is amended by striking from the first sentence thereof the designation "(i)" before the phrase "for each day of unemployment," and by striking out the following: ", and (ii) for each day of sickness (other than a day of sickness in a maternity period) in excess of seven during the first registration period, within a benefit year, in which he will have had seven or more such days of sickness, and for each such day of sickness in excess of four during any subsequent registration period in the same benefit year, and (iii) for each day of sickness in a maternity period". (b) Subsection (a) of section 2 of said Act is further amended by striking from the second sentence thereof the words "or sickness". (c) Subsection (a) of section 2 of said Act is further amended by striking out the four sentences that follow the tabulation. 1 |
