Mr. DEAR. Mr. Chairman, yesterday there was some statement made about the law of Louisiana requiring payment for rights-of-way. I think that should be corrected, and I do not know of anyone who could correct it better than Mr. Jacobs. It was a statement made in error by some of the wtinesses.
