Every trainer who wishes to train horses on the lands belonging to, or in the occupation of, the Jockey Club, must apply annually to the Stewards for a licence, and on making such application must specify the horses then under his charge, and the names of their owners.

A trainer shall be liable to have his licence withdrawn for breaking the rules laid down by the Stewards for the management of the ground, or for any misconduct on the turf, or in matters connected with it, and the prohibition to use the lands of the Jockey Club attached to the refusal or withdrawal of a licence shall extend to the Race meetings.

The payment of Heath Tax shall not be taken to confer on the person paying the same any legal rights which shall interfere or be inconsistent with the absolute control the Club now has over all persons using or going on to their grounds.

Should the Stewards find it necessary to refuse, or withdraw a licence from any trainer, they will report that they have done so at the next General Meeting of the Club.

Rule 33, was altered, making the Heath Tax for horses trained at Newmarket 4gs, instead of 2gs as at present, and adding: any horse remaining at Newmarket more than six weeks, including either the three Spring or three October Meetings, or more than three weeks in July, shall be considered as trained at Newmarket and be liable for the full Heath Tax, but no horse remaining a less time than three weeks, whether during the race time or not, shall be charged more than one guinea.

These resolutions to come into operation from the 1st of January, 1873.

On consideration of the alteration of Rule 40 on the subject of the employment of discharged stable boys, a memorial from some of the principal trainers, praying for a rule forbidding the engaging of any boys without a written character, was laid on the table; and after some discussion, it was proposed to modify this rule as follows:

No trainer shall engage any lad, or other stable servant, without previously referring to his last employer, and receiving a satisfactory reply. Any trainer infringing this rule shall not be allowed to train horses at Newmarket, or at other meetings where the Newmarket Rules are enforced.

Adm. Rous moved, as an amendment, to add

Any boy prevented from obtaining employment by this rule shall have the right of appeal to the Stewards for an enquiry.

The resolution with the amendment was then carried unanimously.

A General Meeting of the Jockey Club was held in their Private Stand at Ascot on Friday, June 14th.

His Royal Highness Prince Arthur and His Royal Highness the Duke of Cambridge were elected by acclamation Members of the Club.

A General Meeting was held at Newmarket, on Wednesday, July 3rd.

Lord Calthorpe moved, and Mr Chaplin seconded—

That any person altering the name of a horse after it has once run shall pay a fine of 10 sov. to the Bentinck Fund.

The motion was opposed, and after some discussion, negatived without a division.

Lord Calthorpe moved

That it is expedient, with a view to there being more persons competent to take the office of Starter, that the Jockey Club should signify their approval of two or more persons to act in that capacity at country meetings, and that the starters so authorised should not receive any salary from the Club unless required to start at Newmarket, but at the same time the Jockey Club must be considered to have the first claim on their services. Sir George Chetwynd seconded the motion, which, after discussion, was carried, the numbers being

It was resolved, without division, that the fee for registration of assumed names shall in future be a guinea instead of a sovereign.

Colonel Astley moved

That, when any declarations of produce are made to Messrs Weatherby, a name must be given to the dam, as well as the pedigree.

Lord Calthorpe seconded the motion, which gave rise to some discussion, and was finally adopted in the following form:

That the Jockey Club recommend that in future names should be given to mares when they are entered for the first time in the Stud Book as brood mares.

Whereas the time now fixed for the termination of flat racing is the week in which the fifteenth of November falls, that such time be extended one week, viz., to the week including November 22nd.

A question of which General Peel had given notice as to the right of returning a horse that had been claimed or bought by auction after a race, in the event of the horse being disqualified, was answered in the affirmative, and the following words were ordered to be added to Rule 59; but if the horse should subsequently be disqualified, the claimant or purchaser shall have the option of keeping it at the price of a beaten horse, or returning it immediately.

A General Meeting was held at Newmarket, on Wednesday, September 25th.

J. S. Crawley, Esq., and H. F. Clare Vyner, Esq., were elected Members of the Club.

A General Meeting was held at Newmarket, on Wednesday, October 9th.

T. T. Drake Esq., was elected a Member of the Club.

The Stewards submitted to the meeting a lease from the Duke of Rutland of the Exercise Ground, with considerable additions, and it was unanimously resolved to authorise the Stewards to accept the same, and to make arrangements for the immediate occupation of the ground.

The dates of the Newmarket Meetings, 1873, were submitted to the meeting and approved, but they were re-considered in the Houghton Meeting, and finally fixed as below.

A General Meeting was held at Newmarket on Wednesday, October 23rd.

Sir C. Rushout, Bart., was elected a Member of the Club.
