STRONG SUPPORT TO RELEASE US FROM FUTURE REDUCTIONS.

WHY?

THESE REDUCTIONS ARE DIRECTED BY CONGRESSIONAL MANDATE.

IN FY87, WE REDUCED OUR OFFICER RANKS BY 1.5% OR 1,635 OFFICERS

AS APPORTIONED BY OSD.

THIS YEAR WE HAVE BEEN DIRECTED TO

ELIMINATE AN ADDITIONAL 1.4% OR 1,514 OFFICERS.

THESE REDUCTIONS

HURT.

WE HAVE BEGUN TO "STRIP OUT THE FIBER OF THE MUSCLE"--OUR

COMPANY GRADE OFFICERS.

NOT ONLY HAS THIS CAUSED US TO REDUCE OUR COMPANY GRADES BUT

WE HAVE STARTED TO REDUCE OUR COMBAT EXPERIENCE BASE.

TO MEET

THE CURRENT MANDATE, WE ARE HAVING TO RESORT TO THE SELECTIVE

EARLY RETIREMENT BOARD (SERB) IN AN EFFORT TO MAINTAIN A BALANCED

OFFICER INVENTORY.

WHAT ARE SOME OF THE CHALLENGES ?

IF THE CONGRESS PERSISTS

WITH ADDITIONAL OFFICER REDUCTIONS IN FY89 AND FY90, WE WOULD BE

REQUIRED TO REDUCE ANOTHER 4446 OFFICERS, 2223 IN BOTH FY 89 AND

FY 90.

TO ACCOMPLISH THESE REDUCTIONS, AND IN LIGHT OF PREVIOUS

REDUCTIONS, WE WOULD BE FORCED TO RESORT TO MEASURES THAT WILL

REQUIRE ADDITIONAL STATUTORY AUTHORITY:

FIRST

TO ENCOURAGE VOLUNTARY RETIREMENT OF OFFICERS WHOSE

SKILLS WILL NO LONGER BE REQUIRED AS A RESULT OF THE FORCE

REDUCTIONS, WE WOULD NEED THE AUTHORITY TO WAIVER A PORTION OF

THE THREE-YEAR SERVICE "LOCK-IN" FOLLOWING PROMOTION.

NEXT;

· WE WOULD NEED INCREASED AUTHORITY TO MANDATORILY

RETIRE OFFICERS UNDER THE SERB; AND LAST, WE WOULD BE REQUIRED TO

INITIATE REDUCTION-IN-FORCE (RIF) PROCEDURES FOR OVER 1,000

OFFICERS IN FY89 AND OVER 1,600 OFFICERS IN FY90.

WHAT IS NEEDED?

THESE ACTIONS WOULD HAVE A SIGNIFICANT

NEGATIVE IMPACT ON THE MORALE OF OUR OFFICER CORPS.

ALL OF THIS

IS GOING ON WHILE WE STRIVE TO MAINTAIN AN ATMOSPHERE OF

COMMITMENT;

NOT ONLY ON THE PART OF THE ARMY TO THE SOLDIER, BUT

FROM THE SOLDIER TO THE ARMY.

THE ARMY SEEKS RELIEF FROM THE FY89 AND FY90 CUTS.

COMBAT

READINESS AND FORCE CAPABILITY HAS ALREADY BEEN HIT.

OFFICER

POSITIONS LOST IN FY 87 STRUCK DEEP INTO OUR MOBILIZATION

CAPABILITY AND IN FY 88 HAS FORCED THE ARMY TO ELIMINATE COMBAT

UNITS.

IF THIS RELIEF IS NOT GRANTED, FURTHER PERSONNEL LOSSES

WILL CONTINUE TO HAVE AN ADVERSE EFFECT ON OUR COMBAT CAPABILITY

AND THE ARMY'S ABILITY TO

THE LEADER INTENSIVE AIRLAND

BATTLE DOCTRINE.

QUALITY OF LIFE (QOL)

THE NEXT MAJOR AREA OF CONCERN IS FOR YOUR CONTINUED SUPPORT

OF QUALITY OF LIFE PROGRAMS AND FACILITIES.

QUALITY OF LIFE IS

DIRECTLY RELATED TO READINESS.

WHY?

QUALITY OF LIFE ENCOMPASSES PROGRAMS, FACILITIES, AND

SERVICES THAT HAVE IMPACT ON THE LIVING AND WORKING CONDITIONS OF

OUR SOLDIERS AND THEIR FAMILIES.

THE SOLDIER TODAY EXPECTS, AND

WE ARE OBLIGATED TO PROVIDE, QUALITY PROGRAMS AND FACILITIES TO

MEET THEIR NEEDS.

THESE PROGRAMS AND FACILITIES ARE DIRECTLY RELATED TO THEIR

EFFICIENCY ON THE JOB; THEIR PROPENSITY TO REMAIN IN THE ARMY,

AND THE READINESS OF OUR TOTAL FORCE.

THESE PROGRAMS INCLUDE

FAMILY ADVOCACY PROGRAMS; ARMY COMMUNITY SERVICES; CHILD

DEVELOPMENT SERVICES; SPORTS FACILITIES; MORALE, WELFARE AND

GAINED IN THIS AREA OF CONCERN DUE TO YOUR SUPPORT AND THE ARMY'S

DEDICATION TO IMPROVING THE SOLDIER'S QUALITY OF LIFE.

BUT MUCH

REMAINS TO BE DONE.

THE DEMOGRAPHICS OF OUR ARMY UNDERSCORE SOME OF THE MANY

CHALLENGES WE MUST ADDRESS.

TODAY THE ACTIVE ARMY IS OVER 50%

MARRIED WITH OVER ONE MILLION FAMILY MEMBERS.

THE FAMILY MEMBER

POPULATION IS ALMOST EQUAL TO THE TOTAL ARMY END STRENGTH OF 1.9

MILLION.

OUR ACTIVE SOLDIERS HAVE 730,000 CHILDREN. WE HAVE

40,000 SINGLE PARENTS AND APPROXIMATELY 22,000 MILITARY COUPLES

IN THE ACTIVE FORCE.

APPROXIMATELY 50% OF THE CHILDREN ARE AGE 6 AND UNDER.

APPROXIMATELY 34% OF OUR ARMY FAMILIES ARE LOCATED OUTSIDE THE

CONTINENTAL US.

ALL OF THESE FACTS POINT TO UNIQUE PROBLEMS AND

CONCERNS WHICH MUST BE ADDRESSED IN ORDER TO MAINTAIN A FORCE

READY FOR DEPLOYMENT.

CONTINUED REDUCTION OF RESOURCES TO FUND NEEDED PHYSICAL

FITNESS CENTERS, CHILD DEVELOPMENT FACILITIES, BARRACKS

IMPROVEMENTS, FAMILY HOUSING AND MEDICAL CARE FACILITIES AS WELL

AS ESSENTIAL PROGRAMS AND SERVICES WILL HALT THE MOMENTUM THUS

FAR GAINED.

IN FY88 THE ARMY WAS FORCED TO CANCEL THE VOLUNTEER

COORDINATOR PROGRAM, YOUTH DEVELOPMENT PROGRAM, OUTREACH SERVICES

AND NEW GROWTH IN OTHER COMMUNITY PROGRAMS.

FURTHER REDUCTIONS WILL MANDATE ADDITIONAL CUTS INTO OUR

CORE FAMILY PROGRAMS AS WELL AS SIGNIFICANTLY REDUCE OUR ABILITY

TO PROVIDE SOLDIERS AND THEIR FAMILIES WITH THE FACILITIES

NECESSARY TO MEET THEIR NEEDS.

THIS WILL HAVE A SIGNIFICANT

NEGATIVE IMPACT ON OUR ABILITY TO RETAIN OUR QUALITY SOLDIERS.

THIS WILL IN TURN REDUCE READINESS.

WHAT IS NEEDED?

WE HAVE AN OBLIGATION TO TAKE CARE OF OUR

SOLDIERS AND THEIR FAMILIES.

FROM MY PERSONAL EXPERIENCES, AS

WELL AS REPORTS FROM COMMANDERS IN THE FIELD, SOLDIERS MAKE

DECISIONS TO REMAIN IN THE ARMY BASED ON FAMILY CONSIDERATIONS

AND COMMITMENT.

THEREFORE, IF WE TAKE CARE OF OUR SOLDIERS AND

THEIR FAMILIES

IF WE GENUINELY CARE FOR THEIR NEEDS

THEN

OUR FAMILIES WILL REINFORCE THE EFFORTS OF OUR SOLDIERS WHO WILL

THEN BE BETTER ABLE TO ENDURE THE HARDSHIPS, STRESSES AND TURMOIL

ASSOCIATED WITH MOVEMENTS, FAMILY SEPARATIONS, AND THE ALWAYS

PRESENT POTENTIAL FOR COMBAT.

IN THIS WAY THE SOLDIER AND FAMILY

SUPPORTS THE ARMY'S MISSION.

THEREFORE, WITH YOUR SUPPORT, WE NEED TO CONTINUE THE

MOMENTUM THUS FAR GAINED AND BUILD ON IT.

I SEEK YOUR SUPPORT TO

PROVIDE THE LEVEL OF APPROPRIATIONS NECESSARY TO MAINTAIN THE

ARMY'S QUALITY OF LIFE PROGRAMS.

PCS

I WANT TO TAKE THIS OPPORTUNITY TO ADDRESS THE PERMANENT

CHANGE OF STATION (PCS) ISSUE.

THIS IS A DELICATE AND FRAGILE

ISSUE THAT MUST BE MANAGED WITH SOME SENSITIVITY AND BE FOCUSSED

ON THE EFFORTS NECESSARY TO ADDRESS OVERSEAS DEPLOYED FORWARD

FORCES.

IT IS ALL TO OFTEN A TEMPTING PROGRAM TO CUT BECAUSE OF

ITS NOT SO OBVIOUS ROLE IN TRAINING AND IN FORCE READINESS.

AT THE DIRECTION OF CONGRESS AND SUBSEQUENT PCS BUDGET

REDUCTIONS, THE ARMY HAS IMPOSED STRINGENT CONTROLS OVER THE PCS

PROGRAM.

THE NUMBER OF MOVES MADE SINCE 1980 HAS BEEN REDUCED BY

17%, WHILE AT THE SAME TIME, NEW ENTITLEMENTS AND COSTS HAVE

GROWN BY 43%.

THE GROWTH FROM FY 1988 TO FY 1989 IS PRIMARILY

DUE TO RISING COSTS.

THE ARMY HAS IMPLEMENTED SEVERAL PCS POLICY

CHANGES DURING 1986 AND 1987.

THE MAJOR CHANGES WERE:

--FROM AN 36-MONTH TO A 48-MONTH TOUR IN CONUS, ALASKA AND

HAWAII;

--FROM AN 18-MONTH TO A 24-MONTH TOUR FOR FIRST TERM

SOLDIERS;

--AUTHORIZED A PERMISSIVE MOVE FOR JOINT DOMICILE SOLDIERS

ONLY IF BETWEEN 12 AND 24 MONTH TIME ON STATION;

--PLACED A RESTRICTION ON SENIOR OFFICER/NCO'S IN EUROPE TO

AN ADMINISTRATIVE WEIGHT ALLOWANCE;

--DELETED THE HOMEBASED ADVANCED ASSIGNMENT PROGRAM (HAAP)

MOVE OPTIONS EXCEPT FOR ADVANCE ASSIGNMENTS;

CONTINUED REDUCTIONS OF PCS FUNDS WILL HAVE SIGNIFICANT

NEGATIVE IMPACT ON OUR ABILITY TO MAINTAIN THE DESIRED LEVEL OF

READINESS.

WE HAVE BASED OUR PCS POLICIES ON THE FOLLOWING

PRINCIPLES:

--TO IMPROVE READINESS;

--TO PROVIDE INCENTIVES FOR VOLUNTARY ACTIONS;

--TO ENSURE THAT ALL GRADES AND ALL COMMANDS SHARE IN THE

CHANGES;

--TO PROTECT PROFESSIONAL TRAINING;

--TO ACCOMMODATE FAMILIES;

--TO SYNCHRONIZE CLOSELY WITH RECRUITING AND RETENTION;

-TO MARKET CHANGES WITH EMPHASIS ON THE POSITIVE ASPECTS.

WHY?

THOUGH THERE HAVE BEEN POSITIVE OUTCOMES FROM FEWER

PCS'S, COMMANDERS ARE FINDING IT MORE DIFFICULT TO MOVE SOLDIERS

IN ORDER TO

CROSS-LEVEL THEIR UNITS OR TO PROVIDE THEM

PROFESSIONAL DEVELOPMENT NECESSARY TO MAINTAIN THE DESIRED LEVEL

OF READINESS IN OUR FORWARD DEPLOYED UNITS.

IN ORDER TO SUSTAIN

THE FORCE AND TO MANAGE OUR TROOP STRENGTH, WE MUST EXECUTE 40.3%

OF OUR TOTAL PCS MOVES FOR SUSTAINMENT AND 59.7% FOR MAINTENANCE

OF STRENGTH LEVELS.

THESE PERCENTAGES INCLUDE PCS MOVES THAT ARE

ESSENTIAL FOR OPERATIONS, TRAINING AND UNIT ROTATION.

WHAT ARE THE CHALLENGES FACING US?

THE ARMY MUST OVER COME

THE ADVERSE PERCEPTION OF A "BREACH-OF-FAITH"

AND PCS "TINKERING"

CAUSED BY LONGER TOURS, PCS DELAYS/FREEZES AND UNCERTAINTIES OF

THE FUTURE.

IN ADDITION, WE MUST MANAGE THE TIMELY DISTRIBUTION

CHALLENGES OF FORCE MODERNIZATION AND AND THE FILLING OF KEY

TO INSURE COMPLIANCE WITH THE SPIRIT AND INTENT OF CONGRESS.

HOWEVER, WE NEED CONGRESS TO GAIN AN APPRECIATION FOR THE

COMPLEXITY OF THE PCS PROGRAM AND THE ARMY'S PCS READINESS LINK,

TO HAVE CONFIDENCE IN OUR RESOLVE TO COMPLY WITH CONGRESSIONAL

INTENT OF REDUCED MOVES, REDUCED TURBULENCE AND REDUCED FAMILY
