MISTER CHAIRMAN, MEMBERS OF THE COMMITTEE, I APPRECIATE OPPORTUNITY AS DEPUTY CHIEF OF STAFF FOR PERSONNEL TO ADDRES THE ACTIVE FORCE, THE ARMY NATIONAL GUARD, THE ARMY RESERVE AND THE ARMY CIVILIAN WORK FORCE. THESE COMPONENTS TOTAL OVER 1.9 MILLION INDIVIDUALS

REPRESENT OUR MOST IMPORTANT ASSET

ITS PEOPLE.

THE ARMY HAS DESIGNATED 1988 AS THE YEAR OF TRAINING. VIEW OF OUR PRESENT CHALLENGES AND IMPORTANCE OF USING OUR CONSTRAINED RESOURCES TO THE FULLEST POSSIBLE EXTENT, IT IS JOB TO ENSURE THAT THE OFFICERS, NON-COMMISSIONED OFFICERS, SOLDIERS ARE THE BEST THIS COUNTRY CAN OFFER. QUALITY LEADE

AND SOLDIERS HAVE DEMONSTRATED THEIR VALUE TIME AND TIME AGA

THEY ARE MORE PRODUCTIVE, EFFICIENT AND RESPONSIVE TO THE TA
AND MISSIONS GIVEN THEM. THIS IS ABSOLUTELY CRITICAL WHEN

IT IS EVIDENT BY EVENTS IN TODAY'S HEADLINES THAT CONFL CAN ARISE SUDDENLY AND UNPREDICTABLY IN TODAY'S COMPLEX WORL THE ARMY MUST BE PREPARED TO ACT RAPIDLY AND EFFECTIVELY TO

WE HAVE MUCH IN OUR ARMY TO BE PROUD OF. THE STATI
ARMY AND ITS PEOPLE IS EXCELLENT--MORALE AND ESPRIT ARE

TIME HIGH, BUT WE CANNOT REST. WE MUST NOT REVERSE THE

FLEXIBILITY, OUR DEPLOYABILITY, OUR STEADFASTNESS,
