Design criteria:

The stability factors and loadings used in the design of the spillway and outlet works were as follows:

Design of all concrete structures was based on concrete of 3,000 pounds per square inch compressive strength at 28 days and a modular ratio of 10. Allowable working stresses in pounds per square inch for all concrete structures except pressure and horseshoe conduits, for which other steel tension and concrete compressive stresses were used under certain loading conditions, are indicated below:
