HIS EXCELLENCY THE RIGHT HONORABLE

GUY LORD DORCHESTER GOVERNOR.

T the Provincial Parliament, begun and holden at Quebec, the feventeenth day of December, Anno Domini one thousand seven hundred and ninety-two, in the thirty-third Year of the Reign of our Sovereign Lord GEORGE the Third, by 'the Grace of GOD, of Great-Britain, France and Ireland KING, Defender of the 'faith, &c.

And from thence continued by feveral Prorogations to the eleventh day of November, one thousand seven hundred and ninety-three, being the fecond Seffion of the firft Provincial Parliament of LOWER-CANADA.

CA P. I.

An Act to provide for the Publication of certain Laws, and for the printing and diftributing to certain perfons, for the purpose of public information, all Laws that have been, and fhall be paffed in the Legislature of this Province, under the prefent Conftitution.

HEREAS certain laws have been paffed in the firft Seffion of the Legiflature, under the present Conftitution, in the firft enating claufe whereof are these words, "from and after the Publication of this Act," which form of expreffion has created and may create doubts, as to the commencement of the operation of fuch laws; in order therefore to remove fuch doubts, Be it enacted by the King's moft Excellent Majefty, by and with the advice and confent of the Legiflative Council and Affembly of the Province of Lower-Canada, conflituted and affembled by virtue of and under the authority of an A&t of the Parliament of Great Britain, paffed in the thirty-first Year of His Majefty's Reign, intituled, "An Act to repeal certain parts of an Act, paffed in the fourteenth Year of His Majefly's Reign" "intituled "An Act for making more effectual provifion for the Government of the Province of Quebec in North America, "and to make further provifion for the Government of the faid Province." And it is hereby enacted by authority of the fame, that all laws, paffed in the laft Seffion of the Leof th's Province giflature of this Province, fhall be deemed and confidered to have had full force and from the day of effect from the day of paffing the fame; any law, ufage or cuflom to the contrary paffing the fame. notwithstanding.

U Parlement Provincial, commencé et tenu à Québec, le dix-septiéme jour de Décembre, Anno Domini Mil fept cens quatre-vingt-douze, dans la Trente-troifiéme année du Règne de Notre Souverain Seigneur GEORGE Trois, par la grace de DIEU, ROI de la Grande Bretagne, de France et d'Irlande, Défenfeur de la Foi, &c.

Et de là continué par plufieurs Prorogations, jufqu'au onzième jour de Novembre Mil fept cens quatre-vingt-treize, dans la feconde Seffion du premier Parlement Provincial du BAS-CANADA..

ACTE qui pourvoit à la Publication de certaines Loix, et à l'impreffion et diftribution, à certaines perfonnes, pour l'information publique, de toutes loix qui ont été et feront paffées dans la Législation de cette Province,, fous la préfente Conflitution.

que certaines loix ont été paffées dans la premiére Seffion de la Législation, fous la préfente Conftitution, dans la premiére claufe ftatuante defquelles font ces mots, "depuis et après la publication de cet Ate," laquelle forme d'expreffion a crée et peut créer des doutes, quant au commencement de l'opération de telles loix; afin donc de lever tels doutes; qu'il foit ftatué par la très Excellente Majefté du Roi, par et de l'avis et confentement du Confeil Légiflatif et de l'Affemblée de la Province du Bas-Ca-. nada, constitués et affemblés en vertu de et fous l'autorité d'un A&te du Parlement de la Grande Bretagne, pallé dans la trente et unié:ne année du Règne de Sa Majefté, intitulé," Age qui rappelle certaines parties d'un Alte paffé dans la quatorziéme année du Règne de ~ "Sa Majefté, intitulé," Acte qui pourvoit plus efficacement pour le Gouvernement de la Province de Quebec dans l'Amérique Septentrionale et qui pourvoit plus amplement pour le Gouvernement de la "dite Province." Et il eft par le préfent ftatué par la même autorité, que toutes loix paflées dans la derniére Seffion de la Léiflation de cette Province feront regardées et confidérées avoir pleine force et effet, à compter du jour de la paffation d'icelles, nonobftant aucune loi, ufage ou coutume à ce contraires.

And for the general information of the Public, Be it further enacted by the fame authority, that all laws which have been, or may hereafter be paffed, in the Legiflature of this Province, under its prefent 'Conftitution, fhall be printed with all convenient fpeed, after they have received the Affent of His Majesty's Representative, by fuch printer or printers, as the Governor, Lieutenant Governor.or Perfon having the adminiftration of the Government of this Province for the time being, fhall employ for that purpose.

III. And as it is expedient, that there fhould be a further and more ample means of the Public having information of the laws, that have been or may be palled in the Legiflature aforefaid, it is alfo enacted by the fame authority, that as foon after the end of each Seffion as can conveniently be effected, copies of the laws paffed therein, fo printed in both languages, fhall be tranfinitted by the Clerk of the Legiflative Council, to, the Governor, Lieutenant Governor, or Perfon adminiftering the Government of this Province, for the time-being, to the members of the Legislature, and of His Majefty's Executive Council, to the Judges and Clerks of the courts, to the Sheriffs, Coroners and Juftices.of the Peace, to the Field Officers and Captains. of Militia, of each parifh in this Province, and on the death or difmiffion of any Captain of Militia; then the fame to be delivered over to his fucceffor in office: Pro-.. vided always, that only one copy thereof in both languages, fhall be tranfmitted to. the fame perfon, at the public expence,

An ACT to facilitate the Negotiation of Promiffory Notes..

HEREAS it will tend to the encouragement of trade and commerce within this Province, that the Negotiation of Promiflory Notes be facilitated, Be it enacted by the King's moft excellent Majefly, by and with the advice and confent of the Legislative Council and Affembly of the Province of Lower-Canada, conftituted and affembled by virtue of and under tlie authority of an Act of the Parliament of Great Britain, paffed in the thirty-firft Year of His Majefty's Reign, intituled “ An Act "to repeal certain parts of an act paffed in the fourteenth year of His Majefty's Reign" intitu "led An Alt for making more effectual promfion for the Government of the Province of Quebec in North America and to incke further provifion for the Government of the faid "Province." And it is hereby enacted by the authority of the fame, that from and after the paffing of this Act, all Notes in writing, commonly called Promillory Notes, hereafter to be made and figned by any perfon or perfons, or by his, her or their Attorney or Attornics, legally authorised to fign fuch Promiffory Notes for him, her or them; whereby fuch perfon or perfons, his, her or their Attorney or Attornies, as aforefaid, fhall promile to pay to any other perfon or perfons, his, her or their order, fory Notes paya.. any fum of money mentioned in fuch Promiflory Note, fhall be taken and conftrued ble to order, fhall, to be, by virtue thereof, due and payable to any fuch perfon or perfons to whom the be affignable by fame fhall be made payable, and alfo every fuch Promiflory Note, payable to any cifying the day of perfon or perfons, his, her or their order, fhall be affignable and indorfeable over to any other person or perfons, by an indorfement, or allignment written and figned on fuch Promiffory Note, fpecifying the date of fuch indorsement, the name of the perfon or perfons, to whom or to whofe order fuch Note is indorfed, and that fuch tranffer is made for value received; and fhall, by every new holder or holders under fueh indorsement or affignment as aforefaid, be further indorfeable and affignable to any other perfon or perfons, in the like manner, as often as the cafe may require: and that the perfon or perfons to whom fuch fum of money fhall be, by fuch Promiffory Note, made payable, fhall and may maintain an action for the fame againit the perfon or
