INTRODUCTION

On November 24, 1922, Herbert Hoover, representing the United States, affixed his signature to the Colorado River compact. That agreement among the States of the Colorado River Basin made possible Federal assistance in the development of the Lower Basin.

On July 3, 1930, as President, he signed the appropriation bill which initiated the construction of the dam which now bears his name. Between these two dates intervened the enactment of the Swing-Johnson bill, the negotiation of the power contracts whose revenues will amortize the cost of the dam, and water contracts disposing of California's share of the river's water. In this volume are printed the texts of these contracts, together with the legislation and data with which they are related. Included also is material relating to the second half of the Boulder Canyon project, the AllAmerican Canal, and a proposed water settlement with Arizona.

Preceding the texts of these instruments are introductory notes, divided into two parts: (1) The Project and the Department, and (2) An Analysis of the Contracts. The texts of the instruments and accompanying data appear in the appendixes.
