Commissioner POMEROY presented a report from the Committee on Teachers, to whom was referred the communication from the Trustees of the Nineteenth Ward, nominating John Walsh for the position of Principal of Male Department of Grammar School No. 74; stating, that said communication is in the proper form, and certifies the nomination to have been made at a regularly called meeting of the Board of Trustees of said Ward, at which a majority of the whole number in office were present. The qualifications of the candidate are attested by the certificate of the City Superintendent, and the requirements of law having been complied with, the Committee recommend the adoption of the following resolution : Resolved, That Mr. John Walsh, nominated by the Trustees of the Nineteenth Ward for the position of Principal of Male Department of Grammar School No. 74, he having (as appears from the annexed certificate of the City Superintendent) the requisite qualifications, be and he hereby is appointed to said position, from the date of commencement of service, subsequent to the passage of this resolution.

Commissioner DEVOE presented a report from the Committee on Buildings, to whom was referred the application from the Trustees of the Eighth Ward, for the payment of the bill of Isaac A. Hopper, amounting to $261, for shoring up the walls of Grammar School building No. 8; stating, that a large building

was about to be erected adjoining this school, and notice was served on this Board to protect the walls of the school building in a proper manner.

The work was imperatively necessary, and, as it was impossible to estimate the cost of the work at the time, the Committee instructed the Superintendent of School Buildings to have the school property protected, and an expense of $261 was thereby incurred.

The Committee recommend that the bill be paid, and submit the following resolution for adoption :

Resolved, That the sum of two hundred and sixty-one dollars ($261) be, and the same is hereby appropriated from the funds of 1884, for the payment of the bill of Isaac A. Hopper, for shoring up the walls, &c., of Grammar School Building No. 8, and that all by-laws, or parts of by-laws inconsistent here with, be suspended for the purpose of this resolution. The bill to be paid on the approval of the Superintendent of School Buildings and Committee on Buildings.

Buildings.

Commissioner DEVOE presented a report from the Committee on Buildings, stating, that on November 24, 1884, Mr. M. B. Mook notified this Board of his intention to build on his lot adjoining the premises No. 174 Mulberry street, used as the workshop of the Board of Education, and to take such measures as the Board may deem necessary to protect its property.

The Committee instructed the Superintendent of School Buildings to take charge of the matter and see that the property of the Board was protected. He thereby incurred an expense of $102.85, which the Committee recommend be paid, and submit the following resolution for adoption:

Resolved, That the sum of one hundred and two dollars

($102.85) be and the same is hereby appropriated from the funds of 1884, in payment of the bill of Walter Powers for shoring up, &c., the house No. 174 Mulberry street. Said bill to be paid on the approval of the Superintendent of School Buildings and Committee on Buildings.

Commissioner DEVOE presented a report from the Committee on Buildings, to whom were referred applications from the Trustees of the Ninth and Eighteenth Wards to pay the following named persons for services rendered temporarily as Janitrix of P. S. No. 21 and G. S. No. 40, respectively:

Mrs. Mary F. Hunt, P. S. 24, March 24-31, 1884...... $9 80 Mrs. Margaret Sturgeon, G. S. 40, Nov. 8-15, 1884... 19 83 -stating, that they performed the duties of Janitrix from the date of death of the Janitor of the respective schools named to the date of appointment of new Janitors. The salary of the position for the time designated has not been paid, and the Committee, therefore, recommend that the applications be granted.

A resolution is submitted for adoption:

Resolved, That the following named persons be paid the sums named herein, for services rendered, temporarily, in taking charge of premises of Primary School No. 24, and Grammar School No. 40:

Commissioner DEVOE presented a report from the Committee on Buildings, to whom was referred the application from the Trustees of the Fourteenth Ward, for authority to advertise for proposals to erect iron stairways to Grammar School building No. 30; stating, that the Fire Department has ordered the Trustees to have erected on the north and south sides of the building of G. S. No. 30, an outside fire escape, inasmuch as in their opinion there are not sufficient means of escape in case of fire.

The Committee recommend that the application be granted, and submit the following resolution for adoption:

Resolved, That the School Trustees for the Fourteenth Ward

be, and they hereby are authorized to advertise in the City Record for two weeks, for proposals for placing an outside fire escape on the north and south sides of Grammar School building No. 30. Plans and specifications to be prepared by the Superintendent of School Buildings, and approved by the Trustees of the said Ward and Committee on Buildings.

Commissioner DEVOE presented a report from the Committee on Buildings, relative to connecting the schools with the Fire Department by fire alarm, as follows:

To the Board of Education :

The Committee on Buildings, in the matter of the communication from the Fire Department, with reference to connecting the Public School buildings with the Fire Department by means of the "Special Building Signal," respectfully report :

The Board of Estimate and Apportionment have set apart the sum of $16,000 for doing this work, and as the Board is required, under the law, to comply with the demands of the Fire Department, the Committee respectfully recommend that they

be authorized to advertise for proposals for doing the work, and submit the following resolution for adoption :

Resolved, That the Committee on Buildings be, and they hereby

are authorized to advertise in the City Record for two weeks, for proposals for connecting the Public School buildings with the Fire Department Headquarters, by means of the "Special Building Signal," in accordance with plans and specifications to be prepared by the Fire Department.

Buildings.

Commissioner DEVOE presented a report from the Committee on Buildings, to whom was referred the bill of J. W. Jones, for extra work done in connection with his contract for alterations and repairs of drainage, &c., of G. S. No. 26, amounting to $127.22; stating, that the work represented by the bill was necessary, and was done by agreement with the Trustees and the Superintendent of School Buildings, under the provisions of the contract. The charges are reasonable, and as agreed upon.

The Committee recommend that the bill be paid, and submit a resolution for adoption:

Resolved, That the sum of one hundred and twenty-seven

dollars ($127.22) be, and the same is hereby appropriated from the funds of 1884, for the payment of the following named bill for extra work done in connection with contract for alterations and repairs of drainage in Grammar School No. 26, in the Twentieth Ward:
