RECOMMENDATIONS

As a result of the on-site inspection made during the period November 18-23, 1968, the following recommendations are made to the Committee on Public Works and the Congress:

1. Hilo Harbor, tidal wave project, Hawaii.-This project was authorized by the Congress in 1962 in order to provide protection to a portion of the city of Hilo, Hawaii, from the disastrous effects of tsunamis or so-called tidal waves. However, the project has not been undertaken, due largely to the excessively high contribution that must be made by the State of Hawaii. It is noted that the River and Harbor Act of 1962 authorized a modification of the authorized project to provide for adjustment of the cash contribution required of local interests in accordance with recommendations by the Secretary of the Army and approved by the President. Accordingly, it is recommended that the Secretary of the Army determine the amount of cash contribution adjustment at an early date and submit his recommendation to the President in the light of any change in conditions that have occurred since the project was authorized and in the light of the State's inability to meet the requirements of local cooperation.

2. Barbers Point Harbor, Oahu. Since 1957, extensive industrial growth has occurred at Barbers Point in a 1,300-acre tract zoned for noxious industry which was essentially undeveloped wasteland prior to that time. The area has been developed into the first large-scale industrial complex to be founded on the island of Oahu outside the environs of Metropolitan Honolulu. Over 30 firms have bought or leased land for new plants or facilities at this industrial park, and a considerable number of other companies have evidenced interest in locating there. Basic industries include a major oil refinery, a steel mill, and a cement plant. Other operations range from the manufacture of building materials through a variety of processing, fabricating, storage, and service activities including chemical, fuel, and construction industries. Also, a large penfattening operation of island beef barged in from the other islands is located in the area.

This great industrial complex created the need for a second deepdraft harbor on the island of Oahu. Accordingly, in 1965 Congress authorized the construction of the Barbers Point deep-draft harbor project on the west coast of Oahu about 16 miles due west of Honolulu Harbor. In view of the great need for early completion of this harbor, it is recommended that funds for construction be made available to the Corps of Engineers at an early date.

3. Project survey investigations.-There is need for additional improvements throughout the State of Hawaii in the interest of navigation, flood control, and beach erosion control. The economic growth in the last few decades, with its resultant increase in inter island and
