PREFACE.

SINCE the last edition of Rogers on Elections, the Local Government Act, 1894, which makes provision for the institution of parish and district councils, has become law. The election to these bodies, as well as to boards of guardians and metropolitan vestries, is to be conducted under this Act and the rules made by the Local Government Board. So also are elections in parishes which have not sufficient inhabitants to entitle them to have a parish council.

The present Volume treats of elections to

Municipal Councils, including those in the City of
London;

County Councils;

Rural District Councils;

Urban District Councils;

Boards of Guardians outside London;

Boards of Guardians in London;

Metropolitan Vestries and Auditors;

Woolwich Local Board;

School Boards;

and also deals with polls consequent on a parish meeting where a parish is not entitled to elect a parish council.

In every instance the poll, if any, is to be by ballot, and the Ballot Act, 1872, applies, with modifications and alterations. Part IV. of the Municipal Corporations Act,
