The committee met at 11 o'clock a. m., Hon. Dudley M. Hughes (chairman) presiding.

The CHAIRMAN. Mr. Fess desires to be heard on his bill (H. R. 11749) to create a national university at the seat of the Federal Government. STATEMENT OF HON. SIMEON D. FESS, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF OHIO.

Mr. FESS. Mr. Chairman, this month there will be a great assemblage of educators in Richmond, Va., it being the occasion of the meeting of the superintendents' section of the National Education Association. They will be only a little distance from here, and I believe a good many of them would be glad to come before our committee on this matter, if we could give them a chance to be heard, not as advocates of any particular measure but rather as interested in the subject.

The CHAIRMAN. We will undoubtedly give them the chance, and will be very happy to have the opportunity of hearing them.

Mr. FESS. I think, if it would be agreeable, we could have our meetings in the caucus room of the House Office Building, because there will be probably 30 or 40 of them, too many to get into this room.

Mr. PLATT. I think it would be a good plan for us to have a big hearing somewhere.

Mr. FESS. These people are among the greatest educators in the country. It seems to me it would be a good thing for the work we are trying to do to have such talent before us for our enlightenment. The CHAIRMAN. Undoubtedly. We hope that you will see to it that those gentlemen will honor us with their presence.

Mr. FESS. I will be very glad to do what I can to bring it about. My bill is H. R. 11749.

A BILL To create a national university at the seat of the Federal Government.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there shall be established at the seat of the Federal Government of the United States an institution of higher learning, to be known as the National University of the United States.

SEC. 2. That the purpose of said university shall be threefold.

First. To promote the advance of science, pure and applied, and of the liberal and fine arts by original investigation and research and by such other means as may appear suitable to the purpose in view.
