AN ACT RESPECTING THE ELECTORAL FRANCHISE. (48 Vic., cap. 40.)

HER Majesty, by and with the advice and consent of the Preamble. Senate and House of Commons of Canada, enacts as fol

lows:-

1. This Act may be cited as The Electoral Franchise Short title. Act."

INTERPRETATION.

2. In this Act, unless it is otherwise expressly provided, Interpretation, or unless there is in the context something inconsistent with or repugnant to such construction, the following words and expressions have the meanings hereinafter assigned to them, respectively :

"Owner" (a), when it relates to the ownership of real Owner; in Que

(a) "Owner."--Ownership is the right of enjoying and disposing of things in the most absolute manner, provided that no use be made of them which is prohibited by law or by regulations (Civil Code of Lower Canada, 406), and the person enjoying this right is termed the "proprietor" (le propriétaire). Usufruct is the right of enjoying things of which another has the ownership, as the proprietor himself, but subject to the obligation of preserving the substance thereof (Civil Code, 443), and the person enjoying this right is termed the “usufructuary” (l'usufruitier). In construing the Act, both proprietor and usufructuary are to be deemed to come
