4. Established religion prohibited. -Freedom of speech and of the press.-The right of the people to assemble peaceably to consult for the common good.

Section

21. The time of meeting of the General Assembly.

Section

151. Treason against the State defined.

152. All civil officers shall be removable by vote of General Assembly except those whose removal is otherwise provided for.
