aay be made directly with the Secretary of the Treasury, with any lepositary designated by him for such purpose, or with any Federal leserve Bank.
(b) It shall be the duty of the Secretary of the Treasury to invest uch portion of the Fund as is not, in his judgment, required to meet urrent withdrawals. Such investment may be made only in interestrearing obligations of the United States or in obligations guaranteed -,s to both principal and interest by the United States. For such mrpose such obligations may be acquired (1) on original issue at the ssue price, or (2) by purchase of outstanding obligations at the narket price. The purposes for which obligations of the United states may be issued under the Second Liberty Bond Act, as amended, ire hereby extended to authorize the issuance at par of special obligalons exclusively to the Fund. Such speical obligations shall bear nterest at a rate equal to the average rate of interest, computed as of he end of the calendar month next preceding the date of such issue, x>rne by all interest-bearing obligations of the United States then forming part of the public debt; except that where such average rate is not a multiple of one-eighth of 1 per centum, the rate of interest 3f such special obligations shall be the multiple of one-eighth of 1 per centum next lower than such average rate. Obligations other than such special obligations may be acquired for the Fund only on such terms as to provide an investment yield not less than the yield which would be required in the case of special obligations if issued to the Fund upon the date of such acquisition. Advances made to the Federal unemployment account pursuant to section 1203 shall not be invested.
Sale or Redemption of Obligations
(c) Any obligations acquired by the Fund (except special obligations issued exclusively to the Fund) may be sold at the market price, and such special obligations may be redeemed at par plus accrued interest.
Treatment of Interest and Proceeds
(d) The interest on, and the proceeds from the sale or redemption of, any obligations held in the Fund shall be credited to and form a part of the Fund.
Separate Book Accounts
(e) The Fund shall be invested as a single fund, but the Secretary of the Treasury shall maintain a separate book account for each State agency, the employment security administration account, the Federal unemployment account, the railroad unemployment insurance account, and the railroad unemployment insurance administration fund and shall credit quarterly (on March 31, June 30, September 30, and December 31, of each year) to each account, on the basis of the average daily balance of such account, a proportionate part of the earnings of the Fund for the quarter ending on such date. For the purpose of this subsection the average daily balance shall be computed—
(1) in the case of any State account, by reducing (but not below zero) the amount in the account by the balance of advances made to the State under section 1201, and
(2) in the case of the Federal unemployment account —
(A) by adding to the amount in the account the aggregate of the reductions under paragraph ( 1) , and
(B) by subtracting from the sum so obtained the balance of advances made under section 1203 to the account.
Payments to State Agencies and Railroad Retirement Board
(f) The Secretary of the Treasury is authorized and directed to pay put of the Fund to any State agency such amount as it may duly requisition, not exceeding the amount standing to the account of such State agency at the time of such payment. The Secretary of the Treasury is authorized and directed to make such payments out of the railroad unemployment insurance account for the payment of benefits, and out or the railroad unemployment insurance administration fund for the payment of administrative expenses, as the Railroad Retirement Board may duly certify, not exceeding the amount standing to the credit of such account or such fund, as the case may be, at the time of such payment.
Federal Unemployment Account <
(g) There is hereby established in the Unemployment Trust Fund a Federal unemployment account. There is hereby authorized to be appropriated to such Federal unemployment account a sum equal to (1) the excess of taxes collected prior to July 1, 1946, under title IX of this Act or under the Federal Unemployment Tax Act? over the total unemployment administrative expenditures made prior to July 1, 1946, plus (2) the excess of taxes collected under the Federal Unemployment Tax Act after June 30, 1946, and prior to July 1, 1953, over the unemployment administrative expenditures made after June 30, 1946, and prior to July 1, 1953. As used in this subsection, the term "unemployment administrative expenditures" means expenditures for grants under title III of this Act, expenditures for the administration of that title by the Social Security Board, the Federal Security Administrator, or the Secretary of Labor, and expenditures for the administration of title IX of this Act, or of the Federal Unemployment Tax Act, by the Department of the Treasury, the Social Security Board, the Federal Security Administrator, or the Secretary of Labor. For the purposes of this subsection, there shall be deducted from the total amount of taxes collected prior to July 1, 1943, under title IX of this Act, the sum of $40,561,886.43 which was authorized to be appropriated by the Act of August 24, 1937 (50 Stat. 754), and the sum of $18,451,846 which was authorized to be appropriated by section 11 (b) of the Railroad Unemployment Insurance Act.

Section 1001. For the purpose of enabling each State to furnish nancial assistance, as far as practicable under the conditions in such Itate, to needy individuals who are blind and of encouraging each >tate, as far as practicable under such conditions, to help such indiiduals attain self-support or self-care, there is hereby authorized to e appropriated for each fiscal year a sum sufficient to carry out the iurposes of this title. The sums made available under this section hall be used for making payments to States which have submitted, nd had approved by the Secretary of Health, Education, and Weiare,1 State plans for aid to the blind.
State Plans for Aid to the Blind
Sec. 1002. (a) A State plan for aid to the blind must (1) provide hat it shall be in effect in all political subdivisions of the State, and, f administered by them, be mandatory upon them; (2) provide for inancial participation by the State; (3) either provide for the estabishment or designation of a single State agency to administer the 'Ian, or provide for the establishment or designation of a single State gency to supervise the administration of the plan; (4) provide for [ranting an opportunity for a fair hearing before the State agency
0 any individual whose claim for aid to the blind is denied or is not •cted upon with reasonable promptness; (5) provide such methods 'f administration (including after January 1, 1940, methods relatng to the establishment and maintenance of personnel standards on
1 merit basis, except that the Secretary shall exercise no authority with 'espect to the selection, tenure of office, and compensation of any ndividual employed in accordance with such methods) as are found >y the Secretary to be necessary for the proper and efficient operaion of the plan; (6) provide that the State agency will make such reports, in such form and containing such information, as the Secretary may from time to time require, and comply with such provisions as the Secretary may from time to time find necessary to assure the correctness and verification of such reports; and (7) provide that no aid will be furnished any individual under the plan with respect to any period with respect to which he is receiving old-age assistance under the State plan approved under section 2 of this Act or aid to dependent children under the State plan approved under section 402 of this Act; (8) provide that the State agency shall, in determining need, take into consideration any other income and resources of the individual claiming aid to the blind; except that, in making such determination, the State agency shall disregard either (i) the first $50 per month of earned income, or (ii) the first $85 per month of earned income plus one-half of earned income in excess of $85 per month;23 (9) provide safeguards which restrict the use or disclosure of information concerning applicants and recipients to purposes directly connected with the administration of aid to the blind;4 (10) provide that, in determining whether an individual is blind, there shall be an examination by a physician skilled in diseases of the eye or by an optometrist, whichever the individual may select; (11) effective July 1, 1951, provide that all individuals wishing to make application for aid to the blind shall have opportunity to do so, and that aid to the blind shall be furnished with reasonable promptness to all eligible individuals; (12) effective July 1, 1953, provide, if the plan includes payments to individuals in private or public institutions, for the establishment or designation of a State authority or authorities which shall be responsible for establishing and maintaining standards for such institutions; and (13) provide a description of the services (if any) which the State agency makes available to appli cants for and recipients of aid to the blind to help them attain selfsupport or self-care, including a description of the steps taken to assure, in the provision of such services, maximum utilization of other agencies providing similar or related services.

(b) The Secretary shall approve any plan which fulfills the conditions specified in subsection (a),6 except that he shall not approve any plan which imposes, as a condition of eligibility for aid to the blind under the plan—
(1) Any residence requirement which excludes any resident of the State who has resided therein five years during the nine years immediately preceding the application for aid and has resided therein continuously for one year immediately preceding the application; or
(2) Any citizenship requirement which excludes any citizen of the United States.
Sec. 1003. (a) From the sums appropriated therefor, the Secretary of the Treasury shall pay to each State which has an approved plan or aid to the blind, for each quarter, beginning with the quarter comnencing October 1,1958, (1) in the case of any State other than Puerto lico, the Virgin Islands, and Guam, an amount equal to the sum of the bllowing proportions of the total amounts expended during such luarter as aid to the blind under the State plan (including expendiures for insurance premiums for medical or any other type of remedial are or the cost thereof—

(A) four-fifths of such expenditures, not counting so much of any expenditure with respect to any month as exceeds the product of $30 multiplied by the total number of recipients of aid to the blind for such month (which total number, for purposes of this subsection, means (i) the number of individuals who received aid to the blind in the form of money payments for such month, plus (ii) the number of other individuals with respect to whom expenditures were made in such month as aid to the blind in the form of medical or any other type of remedial care); plus
(U) the Federal percentage of the amount by which such expenditures exceed the maximum which may be counted under clause (A), not counting so much of any expenditure with respect to any month as exceeds the product of $65 multiplied by the total number of such recipients of aid to the blind for such month; and (2) in the case of Puerto Rico, the Virgin Islands, and Guam, an amount equal to one-half of the total of the sums expended during such quarter as aid to the blind under the State plan (including jxpenditures for insurance premiums for medical or any other type of remedial care or the cost thereof), not counting so much of any expenditure with respect to any month as exceeds $35 multiplied by the total number of recipients of aid to the blind for such month; and (3) in the case of any State, an amount equal to one-half of the total sums expended during such quarter as found necessary by the Secretary of Health, Education, and Welfare for the proper and efficient administration of the State plan, including services which are provided by the staff of the State agency (or of the local agency administering the State plan in the political subdivision) to applicants for and recipients of aid to the blind to help them attain selfsupport or self-care.8 7
(b) The method of computing and paying such amounts shall be as follows:
(1) The Secretary of Health, Education, and Welfare shall, prior to the beginning of each quarter, estimate the amount to be paid to the State for such quarter under the provisions of subsection (a), such estimate to be based on (A) a report filed by the State containing its estimate of the total sum to be expended in such quarter in accordance with the provisions of such subsection, and stating the amount appropriated or made available by the State and its political subdivisions for such expenditures in sucli

Pursuant to sec. 9 of the Act of April 19, 1950 (64 Stat. 44, 47), the Secretary of tne Treasury must also pay to States, in addition to the amounts provided by sec. 1003 (a) of the Social Security Act, an amount equal to 80 percent of the State share of expenditures under the State Plan with respect to Navajo and Hop! Indians.
