AN ACT to confirm the acts of the governor of the State of New York, and to appropriate moneys for the repayment of moneys paid as bounties to volunteers, and for other purposes. PASSED February 21, 1863; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows: $1. The sum of three million six hundred thousand dollars is hereby appropriated out of any moneys in the treasury not otherwise appropriated, to pay the bounties to volunteers offered by the proclamation of the governor of this state, of July seventeen, eighteen hundred and sixty-two, regulated by his general order (as commander-in-chief) number fifty-nine, and limited and terminated by his proclamations of date August thirty, and September twenty-four, eighteen hundred and sixty-two; and the comptroller is hereby authorized to apply the proceeds of the tax levied by virtue of section two of chapter four hundred and fifty-six of the Laws of eighteen hundred and sixty-two, to the payment of such bounties and also to the payment of one million five hundred and sixty-five thousand one hundred and fifty-three dollars and ninety-six cents, principal and interest, of the comptroller's bonds, issued in anticipation of said tax, and the proceeds of such tax are hereby appropriated for the purposes aforesaid. S2. The comptroller is hereby authorized and directed to repay to the Commercial Bank of Albany any moneys advanced by said bank for the purpose of paying the bounties referred to in the first section of this act. 3. This act shall take effect immediately. See Chap. 456, Laws of 1862. |
