PREFACE

Dr. Barnard was not able to complete his purpose of publishing a volume giving the history of teachers associations, but he accumulated a vast quantity of material, and he issued in full the proceedings of the National Teachers' Association for 1863, 1864, and 1865. By arrangement with Dr. Irwin Shepard, secretary of the National Education Association, and by assistance of the Education Department of New York and the National Bureau of Education, I have been able to complete this work which he began, and to furnish the twelve volumes from 1857 to 1870 (there were no meetings in 1861 and 1862). These are all to be counted among Dr. Barnard's publications, for except for the part he executed I should never have undertaken the rest.
