tion at a special election held for said purpose, in such manner as may be provided by law and when any such indebtedness is incurred by any county said county may levy, in addition to the tax rate allowed under section 157 of the Constitution of Kentucky, an amount not not exceeding twenty cents on the one hundred dollars of the assessed valuation of said county for the purpose of paying the interest on said indebtedness and providing a sinking fund for the payment of said indebtedness.

2. This amendment shall be submitted to the voters of the State for their ratification or rejection. at the time and in the manner provided for under section 256 of the Constitution of Kentucky, and under the provisions of the act of May 12, 1897, same being section 1459 of the compilation of laws known and designated as Carroll's 1903 Edition of Kentucky Statutes.

CHAPTER 37.

AN ACT to amend Section 19 of Article 4 of an Act entitled: "An Act for the government of cities of the second class in the Commonwealth of Kentucky." Approved by the Governor, March 19, 1894, and being Section 3076, Kentucky Statutes.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

1. That section 19, of article 4, of an act, entitled "An act for the government of cities of the second class, in the Commonwealth of Kentucky," approved by the Governor March 19, 1894, and being section 3076, Kentucky Statutes, be, and the same is hereby, amended by striking therefrom the words, "fifty dollars, nor more than one hundred

$ 19. The general council shall have power to authorize, by ordinance, the proper officers of the Raising charge city to grant and issue licenses, and to direct the manner of issuing and regulating the same, and the fees and charges to be paid therefor, except as hereinafter provided. No licenses shall be granted for more than one year, except at public letting, and not less than $3.00 shall be charged for a license under this charter, or any ordinance, and the fees for issuing the same shall not exceed $1.00, and all such fees shall belong to the city. All licenses for the sale of liquors at retail shall be issued by the city clerk, and in accordance with such regulations as may be prescribed by ordinance of the general council; and the general council, at the first meeting after this act takes effect, shall provide such regulations by ordinance, also fixing the rate of license, but such rate shall be uniform as to all licenses for the sale of liquors at retail, and shall not be less than $100 nor more than $500."

"Sub-Sec. 12. It shall be unlawful for any person to suffer or permit any hogs owned by them to run at large on any public levee, and any one sɔ offending shall be found guilty of trespass and for each offense fined not less than five nor more than ten dollars; and any hogs found running at large on said levees, may be empounded by the levee commissioners, and held for five days, and unless within that time the owner of said hogs, shall pay to said commissioners the penalty above described, sail hogs may be sold by said commissioners for the benefit of said levee.

Said levee commissioners shall, for the purpose of building, or repairing of the levees for which they are commissioners, have the power to levy and have collected an annual tax on all Tax for build property situated within the territory protected by said levee, of not exceeding 50 cents (fifty cents) on the one hundred dollars, said property to be assessed, and the tax collected by the county assessor and sheriff, in the same manner and time and subject to the same requirements, as in the assessing and collecting the county revenues; same when collected to be paid over by the sheriff to the levee commissioners, which, together with the proceeds of all fines assessed and collected under the provisions of this act, shall be used by said commissioners in the building or repairing of their levees."

The money hereby appropriated shall be drawn on draft of the Kentucky State Board of Control, and upon such draft, or drafts, not exceeding in the aggrigate the sum aforesaid, being made upon him, the Auditor of Public Accounts shall draw his warrant or warrants upon the Treasurer of this State in favor of the contractors who shall do the work for any sum or sums of money, not exceeding the amount hereby appropriated to said institutions.

The President of the Kentucky State Board of Control shall advertise for bids for furnishing all labor and materials of every kind and description necessary for the construction, erection and completion of such buildings as contemplated in this act, and for making the improvements and repairs mentioned in this act, except such labor and material, if any as may be furnished by the employes or patients of said
