§ 6. The Attorney General shall keep in his office a book styled "Index Book," in which shall be entered the number and style of each case in which the Commonwealth is interested and the court in which it is pending, and shall also contain a brief statement of the nature of the case and the steps taken therein; said book shall be a public record.

He shall also keep on file in his office, subject to public inspection, all opinions rendered by him. alphabetically arranged. He is hereby, authorized to purchase such index books and file boxes as may be required by this section, and he shall file an itemized account showing the cost of the same, in the office of the Auditor of Public Accounts, who shall thereupon draw his warrant upon the treasury for the amount of said account.

§ 7. The Attorney General shall be required to keep in his office a book showing the exact amount of moneys collected by him from all sources and due the State, and what disposition has been made of said moneys, and he shall, biennially, on or before the thirty-first day of December, beginning with the thirty-first day of December, one thousand nine hundred and nine, report to the Governor a full statement of the business done in his office and moneys collected by him, and the disposition made of same. He is empowered to purchase such books as are necessary to carry out the provisions of this section, to be paid for out of the State Treasury.

§ 8. Owing to the fact that there is a great amount of litigation in which the State is interested, now pending in the various courts, to which the Attorney General is unable to properly attend, an emergency exists, therefore, this act shall take effect from and after its passage.

§ 9. All laws and parts of laws in conflict with the provisions of this act are hereby repealed.

CHAPTER 33.

AN ACT to provide for two District Detectives for, and an
Annual Expense Fund of $500.00 for the Commonwealth's
Attorney of Districts containing counties in the Commonwealth,
containing a population of 150,000 or over.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§1. That in all counties in this Commonwealth having a population of 150,000 or over, there is hereby created the offices of District Detectives to the Commonwealth's Attorney. Said District Detectives shall be two in number and shall be appointed by the Commonwealth's Attorney for a term of four years, but may be removed at any time by said Commonwealth's Attorney.

§ 2. It shall be the duty of said District Detectives to assist the Commonwealth's Attorney in the preparation of all criminal cases pending in the Circuit Court of said County, by investigating the evidence and facts connected with such cases, and they shall aid the Commonwealth's Attorney in all matters pertaining to his office, and in such manner as he may from time to time designate.

§ 3. Said District Detectives shall have the same powers of arrest and the same right to execute process as is now given by law to the sheriffs in this Commonwealth.

$4. The salary of each of said District Detectives shall be one thousand dollars per annum payable out of the county levy in equal monthly installments.

CHAPTER 34.

AN ACT to provide necessary clerical service for the Library of the Commonwealth.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. There is hereby appropriated out of any money in the Treasury not otherwise appropriated, priated for the sum of Fifty dollars per month to be disbursed Library. by the Librarian of the Library of the Commonwealth, for clerical service needed and to be used by him in the care of the public Library and in the discharge of his duties as Librarian.

The Librarian shall be responsible upon his official bond for the good conduct of such clerk or clerks employed by him; upon the certificate of the Librarian that such clerk or clerks have been employed by him and have discharged the duties required by the Librarian during the month, the Auditor of Public Accounts shall draw his warrant upon the Treasurer on the last day of each month in favor of such clerk or clerks for the aggregate sum of Fifty dollars per month.

2. WHEREAS, because of the increased and increasing size of the State Library and the additional duties imposed upon the Librarian for cataloguing the volumes contained therein, and the additional labor incident to removing the Library from the old to the new Capitol, and discharging the duties of the office, and the present force in the Library

CHAPTER 35.

AN ACT to amend Section 20, Article 8, of an Act entitled: "An Act relating to Revenue and Taxation." Approved March 15, 1906.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That Section 20, Article 8, Chapter 22, Acts of 1906, be, and the same is hereby amended by striking from said Section the word "November" wherever it occurs in said section, and insert in lien thereof the word "December," so that said Section as amended shall read as follows:

"All State, county and district taxes, except as otherwise specially provided, shall be due and payable on and after the first day of March after the assessment, and all taxpayers whose taxes are not paid on the first day of December after the same are due shall be deemed delinquent, and such taxes shall bear interest at the rate of six per cent per annum from the first day of December after they are due until paid; and any person or persons failing to pay their taxes by the first day of December in the year following the assessment for such taxes, shall pay a penalty of six per centum additional on the taxes due and unpaid. The sheriff or collector whose duty it is to receive or collect the taxes, shall collect the interest and penalty and account for the

same in the same way in which they are required to collect and account for the taxes."

$ § 2. All acts or part of acts in conflict with this act are, to the extent of such conflict, hereby repealed. $ § 3. It being necessary for officials and taxpayers to know the time when the taxes are due and payable and when penalties are attached, an emergency is declared to exist and this act shall take effect from and after its passage and approval by the Governor.

CHAPTER 36.

AN ACT to amend the Constitution of the Commonwealth of Kentucky, for the purpose of aiding the public roads of the counties of the State by permitting State aid to counties for public roads and additional taxation by counties for the public roads.
