Building, grading walks, drives, landscape gardening and approaches on the new Capitol grounds. If at any time in the judgment of the Commissioners it is deemed necessary or advisable for the purpose of arranging, improving or beautifying the grounds, walks or driveways on said Capitol grounds, said Commissioners are authorized and empowered to exchange any lands now belonging to the State for grounds belonging to owners of property adjacent thereto on such terms as they may deem advisable and to execute and accept deeds rendered necessary by such exchange.

§ 6. Said sum of money shall be set apart by the Auditor of Public Accounts and the Treasurer from the general revenue. Said sum, or any part thereof, shall be paid out by the Treasurer upon the order of the Board of Sinking Fund Commissioners, when such order is signed by the chairman and Secretary.

The Board of Sinking Fund Commissioners General Assem- shall cause to be kept by its Secretary, a true and complete record of all money paid out to whom and for what purpose, and under what order and contract, and monthly statements shall be made to the Governor by the said Secretary, and a full and complete report shall be made to the General Assembly in regular or extra session.

§ 8. The present architect shall be employed as architect in all matters relating to the completion. and furnishing of said Capitol building and grounds when in the judgment of the Capitol Commission the services of an architect are necessary; and out of the amount herein-before appropriated there is now appropriated a sum not exceeding Twenty-three thousand dollars or so much thereof as may be necessary to pay said architect for the services which he may render under this act.

$9. That the sum of sixteen thousand ($16,000) dollars be, and the same is hereby, appropriated,

annually, for the purpose of keeping the new Capitol building and grounds in repair, said money to be paid by the Treasurer upon the warrant of the Auditor of Public Accounts, to the Commissioners of the Sinking Fund of Kentucky.

Said Commissioners will employ one engineer, one assistant engineer, one fireman, one assistant fireman, one electrician, two elevator men, one day watchman, one night watchman, one landscape gardener, and such other employes as said Commissioners may deem necessary. CHAPTER 15.

AN ACT to amend an Act entitled: "An Act to regulate the sale of intoxicating liquors by wholesale in this Commonwealth," which was approved March 22, 1904 and amended by an Act approved March 21, 1906.

§ 1. That section 1 of an act to regulate the sale of intoxicating liquors by wholesale in this Common

It shall be unlawful to sell by wholesale any spirituous, vinous, malt or other intoxicating liquors, regardless of the name by which it is called, (except) manufacturers selling liquors of their own make, at the place of manufacture to a wholesale dealer or a licensed retail dealer in any county, district, precinct, town or city where the sale of such liquors has been prohibited by special act of the General Assembly or by vote of the people under the local option act. Any person violating this act shall be deemed guilty of violating the local option law and shall be subject to a trial and punishment according to the provisions of same and its amendments."

Further duties of clerks.

CHAPTER 16.

AN ACT prescribing further duties of the chief clerks of the Senate and House of Representatives, and providing compensation therefor.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. It shall be the duty of the chief celrks of the Senate and House of Representatives to keep on file and preserve in the office of their respective houses, a correct journal of the Senate and House of Representatives respectively. They shall each furnish to

the public printer, or contractor for the public printing, a copy of same, for his use in printing and binding said journals, as now provided by law. They shall receive, as compensation for said service, 25 cents per page.

The said clerks shall, after the adjournment copy to Public of each session of the General Assembly, carefully correct proofs. compare the printed signatures of the journals, as furnished by the public printer or contractor for the public printing, with the journals, as prepared and kept by them, and correct any errors and supply any omissions which may appear therein. The public printer or contractor for the public printing shall not bind, for final distribution, the journals above named until the corrected proofs have been furnished him by the clerks aforesaid. For the comparing and correcting the proofs as aforesaid, the said clerks shall receive as compensation the same per diem as now allowed by law during the sessions of their respective houses, for such time as they may be necessarily engaged in said duties, not, however, to exceed thirty days.

3. The compensation provided for in this act, shall be paid by the Treasurer, upon warrant issued by the Auditor of Public Accounts. The said warrants to be issued by the Auditor, upon the certificate and sworn statement of each of said clerks, as to the number of pages copied and days engaged.

$4. WHEREAS, This service must be performed before the said journals can be printed and bound, an emergency exists, and this act shall take effect upon its passage and approval by the Governor, or upon such date as it may become a law. Approved March 26, 1908.

CHAPTER 17.

AN ACT for the benefit of the Kentucky School for the Deaf.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

That there is hereby appropriated out of the general revenue of the State for the benefit of the Kentucky School for the Deaf at Danville, Kentucky, the following named sums for the specific purposes named and set out herein, as follows:

§ 1. WHEREAS, under the Act of March 6, 1906, the sum of $5,800.00 was appropriated to enlarge the pupil's dining room, to build a storeroom, pantry and bakery, and whereas, said improvements cost when completed the sum of $7,826.03 as shown by the report of the Board of Commissioners of said school; and whereas under said Act the sum of $7,500.00 was appropriated for the installation of an electric light plant, for wiring the buildings, and for fixtures. for same, and whereas, the cost of said plant complete was $7,824.09, therefore, for the purpose of paying said deficits and balance due and owing by said school for these improvements, the sum of $2,350.12 is hereby appropriated.

$ § 2. WHEREAS, the trades building is now overcrowded and needs to be enlarged in order to admit a larger number of pupils who could be employed in this department, the sum of $5,100.00 is hereby appropriated for the purpose of building additions to same.

§3. For the purpose of adding bath rooms and water closets to the hospital for contagious diseases, and for equipping same for steam heat, the sum of $850.00 is hereby appropriated.
