III. And be it further enacted by the authority aforesaid, that it shall be lawful for the Governor, Lieutenant Governor, or person administering the Government, to advance to the said Commissioners from time to time by warrant under his hand and out of any unappropriated monies in the hands of the Receiver General, such sum or sums of money not exceeding in the whole the sum of seven thousand pounds currency, as shall be necessary for carrying this Act into effect.

IV. And be it further enacted by the authority aforesaid, that there shall allowed to the Commissioners by whom and under whose superintendence this Act shall Commissioners have been carried into effect, and the said work performed, such sum as shall be for managing sufficient to defray the expense of managing, conducting and superintending the same in the manner hereby required, which sum shall be ascertained by an account rendered in writing and sworn to by the said Commissioners, or one of them before any one of His Majesty's Justices of the Peace, and such Justice is hereby required and empowered to administer the necessary oath: Provided always, that such sum shall in no case exceed the sum of three per cent on the sum so expended under the management, conduct, and superintendence of the said Commissioners.

IV. Et qu'il soit de plus statué par l'autorité susdite, qu'il sera alloué aux Commissaires par lesquels, et sous la surveillance desquels cet Acte aura été mis à exécution et les dits ouvrages auront été faits, telle somme suffisante pour défrayer les dépenses de la régie, conduite et surveillance d'iceux de la manière prescrite par cet Acte, qui sera constatée par un compte rendu par écrit et assermenté par les dits Commissaires, ou l'un d'entre eux, devant un des Juges de Paix de Sa Majesté, et tel Juge de Paix est par le présent autorisé et requis d'administrer le ser. ment nécessaire. Pourvû toujours,que dans aucun cas telle somme n'excédera pas en totalité trois par cent sur la somme ainsi dépensée, sous la régie, conduite et surveillance de tels Commissaires.

V. Et qu'il soit de plus statué par l'autorité susdite, que les dits Commissaires mettront annuellement pendant tout le tems qu'ils agiront en cette capacité, devant les trois Branches de la Législature, sous quinze jours après l'ouverture de chaque Session du Parlement Provincial, un rapport détaillé de leurs procédés comme tels, et un compte des deniers à eux avancés et par eux dépensés sous l'autorité de cet Acte.

VI. Et qu'il soit de plus statué par l'autorité susdite, qu'il sera rendu compte de la due application des deniers affectés par le présent à Sa Majesté, ses Héritiers et Successeurs, par la voie des Lords Commissaires de la Trésorerie de Sa Majesté pour le tems d'alors, en telles manière et forme qu'il plaira à Sa Majesté, ses Héri. tiers et Successeurs l'ordonner.

An Act to make further provision for the erection of the Marine Hospital at Quebec.

HEREAS the sums heretofore appropriated for the erection of the Marine Hospital have been found insufficient for completing the said building, and it is expedient that a further sum should be appropriated for that purpose: May it therefore please your Majesty that it may be enacted, and be it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legisla tive Council and Assembly of the Province of Lower-Canada, constituted and assembled by virtue of and under the authority of an Act passed in the Parliament of Great Britain, intituled "An Act to repeal certain parts of an Act passed in "the fourteenth year of His Majesty's Reign, intituled, "An Act for making more effectual provision for the Government of the Province of Quebec, in North America, "and to make further provision for the Government of the said Province"; and it is hereby enacted by the authority of the same, that it shall be lawful for the Governor, Lieutenant Governor, or person administering the Government of this Province, to advance and pay by a Warrant or Warrants under his hand out of the unappropriated monies which now are or may hereafter come into the hands of the Receiver General of this Province, a sum not exceeding two thousand five hundred and thirty pounds currency, to the Trustees who shall hereafter be appointed to continue the works aforesaid, in order to enable such Trustees to complete the West Wing of the said Marine Hospital.

II. And whereas it is urgently necessary that Wharves should be constructed on in enable the the Western side of the said Hospital, in order to ensure the safety and preservation cause wharves of the said building: Be it therefore further enacted by the authority aforesaid, on the western that it shall in like manner be lawful for the Governor, Lieutenant Governor, or Hospital. personadministering the Government of this Province, to pay and advance in the same manner and out of the same funds as aforesaid, a sum not exceeding two thousand pounds currency, to the Trustees to be hereafter appointed under the authority of this Act, for the purpose of enabling them to cause the requisite Wharves to be erected on the Western side of the said Hospital. Provided always, that the said Trustees shall be bound to lay the contracts into which they ter into before shall enter for that purpose before the Governor, Lieutenant Governor, or person and to comply administering the Government of the Province, and that the said Trustees shall of the 10thland also be bound to comply with all the other formalities required by the Act of the IV. tenth and eleventh years of the Reign of George the Fourth, Chapter twenty-three.

TRES GRACIEUX SOUVERAIN,

U que les fonds appropriés ci-devant pour l'Erection de l'Hopital de Marine, se sont trouvés insuffisans pour compléter cet Edifice, et qu'il est expédient de faire de nouvelles appropriations à cet effet: Qu'il plaise donc à Votre Majesté qu'il puisse être statué, et qu'il soit statué par la Très Excellente Majesté du Roi, par et de l'avis et consentement du Conseil Législatif et de l'Assemblée de la Province du Bas Canada, constitués et assemblés en vertu et sous l'autorité d'un Acte passé dans le Parlement de la Grande Bretagne, intitulé, "Acte qui rappelle cer"taines parties d'un Acte passé dans la quatorzième année du Règne de Sa Majes.. "té, intitulé, "Acte qui pourvoit plus efficacement pour le Gouvernement de la Pro"vince de Québec, dans l'Amérique Septentrionale;" Et qui pourvoit plus ample"ment pour le Gouvernement de la dite Province;" et il est par le présent statué par la dite autorité, qu'il sera loisible au Gouverneur, Lieutenant Gouverneur, ou à la Personne qui sera alors chargée de l'Administration du Gouvernement de cette Province, de payer et avancer par Warrant ou Warrants sous son Seing, sur les fonds non appropriés qui sont ou seront alors entre les mains du Receveur Général de la Province, une somme n'excédant pas Deux Mille cinq cent trente livres courant aux Syndics qui seront nommés ci-après pour continuer les dits travaux afin de les mettre en état de parachever l'aile ouest du dit Hopital de Marine.

II. Et vâ qu'il est urgent de construire des Quais au côté ouest du dit Hopital pour la sûreté et la conservation de cet Edifice: Qu'il soit donc de plus statué par la dite autorité, qu'il sera également loisible au Gouverneur, Lieutenant Gouverneur, ou à la Personne qui sera alors chargée de l'Administration du Gouvernement de cette Province, de payer et avancer de la même manière et sur les mêmes fonds une somme n'excédant pas Deux Mille livres courant, aux Sindics qui seront nommés en vertu du présent Acte, afin de les mettre en état de faire faire les Quais nécessaires au côté ouest du dit Hopital. Pourvu toujours, que les dits Syndics soient tenus de soumettre le ou les marchés qu'ils feront à cet effet, à l'approbation du Gouverneur, Lieutenant Gouverneur, ou de la Personne chargée de l'Administration du Gouvernement de la Province, et qu'il seront en outre tenus de se conformer à toutes les autres formalités prescrites par l'Acte de les dixième et onzième années du Règne de George Quatre, Chapitre vingt-trois.

IV. And be it further enacted by the authority aforesaid, that the due application be accounted of the monies appropriated by this Act, shall be accounted for to His Majesty, His Heirs and Successors, through the Lords Commissioners of His Majesty's Treasury for the time being, in such manner and form as His Majesty, His Heirs and Successors shall direct, and that a detailed account of the expenditure of all such monies shall be laid before the several branches of the Provincial Legislature, within the first fifteen days of the next Session thereof.
