The Committee on Assessments to whom was referred the Petition of William G Bucknor praying to be released from a part of his Assessment on personal property beg leave to Report

That the said William G Bucknor presented his own affidavit and on examination it would appear that a Reduction of his Tax from $20,000 to $5,000 would be just and also a Certificate of the Assessors coroborating with the facts above stated, they Respectfully offer the following Resolution

Resolved that the prayer of the Petitioner ought to be granted and a Reduction from $20,000 to $5,000 would be just and equitable

The Committee on Assessments to whom was referred the Petition of Gerardus Clark to be relieved from an Assessment presented the following Report in favor

The Committee on Assessments to whom was referred the Petition of Gerardus Clark to be relieved from a part of his Assessment on his Personal Tax beg leave to Report

That the Petitioner represents that he has been assessed on personal property to the amount of $10,000 It however appears on the Assessors Books that he has been Assessed $5000 and the Petitioner being sworn saith that his personal property is not worth over $2500therefore your Committee are of the opinion that the prayer of the Petitioner ought to be granted they therefore offer the following Resolution

Resolved that the prayer of Petitioner ought to be granted and Reduction from $5000 to $2500

[322] The Committee on Assessments to whom was referred the Petition of Abraham Clark to be relieved from the payment of an Assessment presented the following Report in favor

The Committee on Assessments to whom was referred the Petition of Abraham Clark praying to be released on his Tax in part on

Account of his being a Trooper in the first Regiment of Horse Artillery beg leave to

Report

That a Reduction of Tax on his real estate of $800, would be according to the letter of the Law they Respectfully offer the following Resolution

Resolved that the above named reduction of $800 ought to be granted to the Petitioner

The Committee on Assessments to whom was referred the Petition of Samuel G Ogden Jun' for his father Samuel G Ogden who does not reside in the City to be relieved from the payment of Personal Tax presented [323] the following Report in favor

The Committee on Assessment to whom was referred the Petition of Samuel G Ogden praying to be released from Personal Tax beg leave to Report

That the said Samuel G Ogden is now absent from the City and has been since December 1826 and that he has been assessed on $20.000 personal property and that his son is the Agent and lawful Attorney and that in producing his Affidavit it would appear his father is not worth any personal property in this City It would also appear by a Certificate of Assessors that the Assessment against him should be cancelled Your Committee respectfully offer the following Resolution Resolved that the prayer of the Petitioner ought to be granted

The Committee on Lands & Places to whom was referred the Petition of sundry persons to have the Park regulated &c presented the following Report

The Committee on lands and places to whom was referred the Petition of sundry persons [324] residing in the neighborhood of the Park complaining of its neglected situation was referred Respectfully Report

That your Committee admit that there is just cause for the com

plaints made by the Petitioners and they are of the opinion that something ought to be done to meet the wishes of the inhabitants residing in this neighborhood

The only question with Your Committee was-what would be the best manner of improving those Grounds? and after much reflection they have agreed to recommend to the Board the following

First-The trees which are dead to be replaced immediately

Second-The Grass plots to be relaid with clay at the bottom so as to retain the moisture.

Third-Posts and Chains to be placed around the Grass plots to protect the Grass

Fourth-After the work is done the Park to be placed under the Special direction of the Police Office

Should the foregoing be adopted by the Board, the Committee think all cause for complaint will be removed and that the Park will assume an appearance essentially different from what it has for some time past

They beg leave to recommend that [325] the Committee on Lands and Places be charged with carrying the same into effect

Which was approved, And on motion a sum not exceeding $1000, was directed to be appropriated to carry the object of the Resolutions into effect

The Road and Street Committees to whom was referred the Petition of sundry persons to drain off the water overflowing the grounds above 13th Street presented the following Report

The Road and Street Committees to whom was referred the Petition of various persons to draw the Water lying above 13th Street Report

That in the opinion of your Committee there should have been wooden drains constructed under 12th Street and the 5th Avenue to have carried off the Water complained of-That the Inhabitants living above 13th Street have just cause to complain, that the grounds have been and are still overflowed to the serious damage of their property and dangerous to their healths provided the same is not carried [326] off before the coming Warm weather.

As the injury arises from improving the grounds below 13th Street those grounds ought to have been at the expence of carrying off this back water, but as the same will not cost much and has been heretofore neglected-Your Committee recommend that the evil be remedied at Public Expence-They offer the following Resolution.

Resolved that the Street Commissioner cause a wooden drain to be made through 12th Street and the 5th Avenue so as to drain off the Water lying above 13th Street

The Committee on cleaning Streets to whom was referred the Petition of Josiah Woodruff Inspector of the 11th Ward to be compensated for removing sundry nuisances from said Ward presented the following Report

The Committee on cleaning Streets to whom was referred the Bill of Josiah Woodruff Inspector of the Eleventh Ward

Respectfully Report

That they have examined the said Bill and being satisfied of its being Correct are of opinion that the same ought to be paid And therefore submit the following Resolution

Resolved that the Comptroller be requested to issue a Warrant upon the Chamberlain [328] in favor of the said Josiah Woodruff for the sum of Twenty four dollars and forty three cents

The Street Committee to whom was referred the Resolution respecting an additional Clerk in the Street Commissioners Office presented a Report which was read and laid on the Table

The Committee on Wharves Piers & Slips to whom was referred the application of a number of persons to have certain Vessels excluded from Peck Slip presented the following Report accompanied with a Law

The Committee on Wharves Piers & Slips to whom was referred the application of many persons owners of property about Peck Slip to have Southern coasting Vessels excluded from said Slip ask leave to Report

That in the opinion of your Committee trading Vessels denominated Market Vessels ought to have the preference of the births at said Slip and recommend the adoption of the Ordinance hereunto annexed

Which was approved and the Law passed under the title of "A Law to amend the Law entitled a Law to regulate the lying of Vessels at the Public Wharves and in the Slips and to establish the rates of Wharfage

The Committee on Wharves Piers & Slips to whom was referred the subject of abolishing the Office of Superintendant of Wharves Piers &c presented a Report which was read and laid on the Table

The Finance Committee presented the following Report on subject of changing some of the Districts of the Public Docks and Slips

The Finance Committee respectfully report that they are desirous to alter some of the Districts of the Public docks & Slips so as to arrange the same differently from the Districts as advertised by the Comptroller-In consequence of the Comptrollers having advertised the Docks & Slips, by order of the Board, upon a Report of the Finance Committee, in the same manner as they were sold by auction the last year, Your Committee deem it proper to ask the permission of the Board to alter such districts as they may deem advantageous and [330] profitable to the City, the following Resolution is therefore respectfully submitted

Resolved that the Comptroller be requested to advertise the Docks
