- Congress approved the Upper Colorado River Storage project bill.

- The first appropriation bill for the Upper Colorado River Storage project was signed into law by the President.

A regional drill crew started core drilling at the damsite.

A contract was awarded to Transa-Homes Corp. of Fullerton,
Calif., to furnish 25 Transa-houses of the 2-bedroom type.

A temporary project office was established in Vernal, Utah.
Government forces established a small trailer camp and head-
quarters for field survey crews at Manila, Utah.

Government survey parties started establishing triangulation points at the damsite and locating access roads. Other crews started subsurface investigations in borrow areas.

A contract was awarded to Union Telephone Co. of Mountain
View, Wyo., to furnish telephone service to the Flaming
Gorge community..

An initial explosion was touched off from the White House by
President Eisenhower, officially starting construction on
Flaming Gorge and Glen Canyon Dams.

Bids were opened for the first section of the temporary access
road and temporary bridge under specifications No. DC-4779.
Six bids were received and the apparent low bid of $143, 912
was submitted by Wangsgaard Construction Co. of Logan,
Utah.

1957

- Diamond drill crews were pulled off the job due to bad weather. The first construction contract was awarded to Wangsgaard Construction Co. to construct a temporary access road under specifications No. DC-4779. The contract was awarded January 4, 1957, and notice to proceed was received by the contractor on January 16.

The first 6 Transa-houses of a shipment of 25 arrived and were delivered across the river ice to Dutch John Flat during first part of month.

Utah State Road Commission furnished a proposed alinement from State Highway No. 44 near Greendale to the right abutment of the dam.

Two Armco steel buildings were erected by Government forces at Manila, Utah, to contain temporary field office.

The telephone contract for service to Dutch John Flat was completed by Union Telephone Co. of Mountain View, Wyo.

1957--Continued

- A diamond drill crew was moved back to the damsite to complete drilling.
The investigation of Henrys Fork aggregate borrow area was initiated.
Government forces started grading part of block 6 in the community for
Transa-houses.

- Bids were opened on May 23 for the second section of the access road to
the community. Five bids were received and the apparent low bid of
$504, 642 was submitted by Wangsgaard Construction Co.

The contract for the first section of access road was completed by
Wangsgaard Construction Co. and accepted by the Bureau on May 14.
The Green River crested at Greendale Gaging Station on June 12 with a
discharge of 19, 200 second-feet.

Bids were opened on June 4 for construction of residences, highways,
streets, and utilities in Flaming Gorge community under specifications
No. DC-4897. Three bids were received and the apparent low bid of
$2,678,031 was submitted by Witt Construction Co. of Provo, Utah.

A contract was awarded to Wangsgaard Construction Co. on June 27 for
constructing the second section of access road under specifications
No. DC-4900, and work was started on June 28. Notice to proceed was
received by the contractor on July 1.

- All of the 25 Transa-houses were delivered and their erection started.

The contract for highways, streets, utilities and residences under specifications No. DC-4897 was awarded to Witt Construction Co. on July 25, but notice to proceed was withheld pending receipt of fiscal year 1958 funds.

All grading and installation of water and sewer service lines were completed in the north part of block 6 for Transa-houses by Government forces.

An invitation was issued to prospective bidders to investigate the site of work for construction of the dam and powerplant.

Bids were opened in August for furnishing and erecting temporary office and warehouse buildings under specifications No. 400C-89. Two bids were received on time and the apparent low bid of $47, 027.50 was submitted by Bethers and Stoker Construction Co. of Salt Lake City, Utah.

Bids were opened on August 27, for furnishing and erecting prefabricated
garages under specifications No. 400C-91. Five bids were received
and the apparent low bid of $59, 793. 50 was submitted by Dean R.
Mayberry of Ogden, Utah.

Bids were opened on September 5, for an exploratory water well under specifications No. 400C-93. Two bids were received and the apparent low bid of $24, 992 was submitted by J. S. Lee and Sons of Salt Lake City, Utah.

Bids were opened by the Daggett County School Board for constructing
Flaming Gorge School.

Notice to proceed was given to Witt Construction Co., and received by
the contractor on August 24, for contract under specifications No.
DC-4897 and work was started.

A contract was awarded to Bethers and Stoker Construction Co., on August 22, to furnish and erect a temporary office and a warehouse under specifications No. 400C-89. Notice to proceed was received by the contractor on August 26.

Work started for Daggett County School Board on Flaming Gorge School by Hogan and Tingey.

Potential recreational facilities of the damsite and reservoir were studied on the spot by National Park officials.

Aggregate investigations were discontinued in the Little Hole (borrow area A).

A contract was awarded to Dean R. Mayberry on September 18 for fur-
nishing and erecting prefabricated metal garages under specifications
No. 400C-91. Notice to proceed was received by the contractor on
September 30.

A contract was awarded to J. S. Lee and Sons on September 13 to drill an exploratory water well under specifications No. 400C-93 and work was started. Notice to proceed was received by the contractor on September 14.

New invitations were issued for bids to furnish construction power for construction of Flaming Gorge Dam.

Bethers and Stoker Construction Co. started work to construct a temporary office and warehouse under specifications No. 400C-89.

Dean R. Mayberry started work to erect prefabricated metal garages under specifications No. 400C-91.

A water well was drilled by J. S. Lee, specifications No. 400C-93, and completed on Nobember 13; the water was found to be unsuitable.

A weather station was erected by Government forces.

The new school in the community area was roofed and sheathed and thus afforded inside work.

The State of Utah planned to start work in the spring on a permanent road from Greendale Junction toward the damsite.

Some of the Transa-houses at Flaming Gorge were sufficiently erected, except for wiring, to permit occupancy next month.

All design data were completed for the remaining portion of access and service roads.

- An extension of contract completion times was authorized for tempo-
rary office and warehouse (Bethers and Stoker Construction Co.,
under specifications No. 400C-89), and for temporary garages
(Dean R. Mayberry under specifications No. 400C-91) to April 15
and May 5, respectively.

Specifications No. DC-5025 were issued for constructing permanent access road station 815+40 to dam and to construct powerplant service road (later canceled by supplemental notice No. 3).

Field forces completed and forwarded to the Denver office all field data for the design of the domestic water supply system.

Field forces completed and forwarded to the regional office all field data for the design of a safety zone area for the public to view the damsite.

Bid opening for specifications No. DC-5025 was postponed indefinitely by supplemental notice No. 3.

A contract was executed with the Utah Gas Service Co. on March 19 to furnish natural gas to the community.

Invitations were issued to bid on specifications No. DC-5045, construction of Flaming Gorge Dam and Powerplant.

Invitations were reissued to bid for specifications No. 400S-100, construction power.

Temporary office and warehouse buildings were completed on April 15 by Bethers and Stoker Construction Co., contractor under specifications No. 400C-89.

Project headquarters were moved from Vernal to the temporary office building at Dutch John.

A construction power contract was awarded to Moon Lake Electric
Assoc.

Temporary metal garages were completed by Dean R. Mayberry on
May 5, contractor under specifications No. 400C-91.

The Green River crested on May 29 with a flow of 12,800 second-feet reported at Greendale Gaging Station.

Bids were opened at Manila High School building for specifications
No. DC-5045, construction of Flaming Gorge Dam and Powerplant.
Seven bids were received and the apparent low bid of $29, 602, 497
was submitted by Arch Dam Constructors, a joint venture composed
of Peter Kiewit Sons Co., of Omaha, Nebr., Morrison-Knudsen Co.,
Mid Valley Utility Constructors Inc., and Coker Construction Co.

Specifications No. DC-5069 was issued for construction of an administration building, laboratory, and garage and fire station.

1958--Continued

The prime contract, specifications No. DC-5045, was awarded to
Arch Dam Constructors on June 18, 1958.

Brickmasons went on strike. (Specifications No. DC-4897, Witt
Construction Co.)

Access road station 402+00 to station 815+40 was completed on June 25
by Wangsgaard Construction Co., contractor under specifications
No. DC-4900.

A contract was awarded by Utah State Highway Commission to construct 5 miles of highway from Greendale Junction towards the right abutment of the dam.

Bids were opened at the Flaming Gorge School on July 29 for specifications No. DC-5069, construction of administration building, garage and fire station, and laboratory. Three bids were received and the apparent low bid of $161,052. 42 was submitted by Witt Construction Co. of Provo, Utah.

First natural gas was delivered to Dutch John on July 15.

Notice to proceed was received on July 2 by Arch Dam Constructors
(ADC), prime contractor for dam and powerplant, and work started
immediately. ADC started work on resurfacing the access road be-
tween stations 0+00 and 402+00.

The first 20 T-type houses were completed by Witt Construction Co., contractor under specifications No. DC-4897.

Award and notice to proceed were issued to Witt Construction Co. on August 21, for administration building, laboratory, garage and fire station under specifications No. DC-5069. ADC started excavation for powerplant service road and erection of 300,000-gallon domestic water tank.

The Utah State Highway Commission awarded contracts for a temporary 12.5-ton suspension bridge across Green River and a temporary connecting road from the Flaming Gorge access road to the Vernal-Manila highway.

Dutch John Post Office was placed in operation.

The first 10 P-type houses were completed by Witt Construction Co., contractor.

Arch Dam Constructors furnished first power from a temporary diesel plant, September 15.

Surfacing of the temporary access road, station 0+00 to station 402+00, was completed by Arch Dam Constructors.

Excavation was started for diversion tunnel inlet portal.

A 300,000-gallon domestic water storage tank was completed by Arch
Dam Constructors.
