On the law libraries, I know something about that, because we have a district court in Memphis. These law libraries are very valuable. They are assets rather than liabilities, so to speak, because they are all essential to the proper operation of the court.

I do hope that this committee will, if it finds it possible, increase the allowance for library funds at least $30,000. That is not anything like what would be needed, but it is a start in the direction to complete this work and to give one working library to each United States judge.

Mr. CARTER. You have been referring to Memphis. You have a United States attorney's office there, haven't you?

Mr. CHANDLER. Yes, sir.

Mr. CARTER. Does he have a library?

Mr. CHANDLER. He has part of one. Some books are duplicated. However, not very many of them are duplicated.

Now, the judges have objected to one set of books being used both by the district attorney and the judge, because the judge goes into the library and he looks at a certain book. The district attorney or the lawyers in a lawsuit will go over and find the same book and find the trend of the judge's mind. Certainly he would much prefer to have the books in his own office where he would be free to look at them and not be embarrassed by anybody else who might be there. This gentleman came to us from the Department of Justice at our solicitation. I wouldn't want you to think that the Department of Justice sent this gentleman up to us. This gentleman personally was rather reluctant.

Mr. CARTER. He came at your invitation?

Mr. CHANDLER. Yes. He came to give us information. He was rather reluctant about it, because he said that he recognized that it was probably out of his province. But we felt as members of the bar as well as members of the Judiciary Committee that there is need for additional books.
