In opening the hearings on the Interior Department appropriation bill for the fiscal year 1939, I wish to say that I will be present at these hearings as much of the time as possible. As you all know, I have been chairman of this subcommittee for many years and I expect to continue in that position as long as my party is in control and as a member of the subcommittee as long as I remain in Congress, because this Department and the matters that come before this subcommittee are tremendously vital to all of the arid States of the West and especially to Colorado; and when you come to mark up the bill I will be present all of the time. I have looked over the Budget estimates and, in conference with our efficient clerk to the subcommittee, Mr. Duvall, I know fairly well what is before us in connection with the next annual appropriation bill. But as you are all aware, the duties of the chairman of the general Appropriations Committee of the House are such that he cannot devote a great deal of time to any one subcommittee, and during my absence I hope that the ranking member of the subcommittee, Mr. Johnson of Oklahoma, will carry on in my place and expedite the hearings. Gentlemen, the Secretary of the Interior will not be here this morning, and, therefore, we have decided to take up the Commission of Fine Arts and the Mount Rushmore Memorial Commission.
