FLOOD CONTROL ON THE MISSISSIPPI RIVER

The subcommittee on the Boeuf flood way, consisting of Messrs. Guyer (chairman), Sears, Sinclair, Wilson, and Driver, met at 10 o'clock a. m., pursuant to call of the chairman.

The CHAIRMAN. The committee will come to order. The subcommittee has met this morning to consider the Boeuf Basin project. Mr. Jacobs, you may introduce your witnesses and have them give their names and whatever designation they have.

STATEMENT OF HARRY JACOBS, CHIEF STATE ENGINEER AND PRESIDENT OF THE BOARD OF STATE ENGINEERS OF LOUISIANA

Mr. JACOBS. Mr. Chairman and members of the committee, I will be very pleased to read to your committee a letter that I received on September 15 from Mr. Reid, chairman of this main committee. This letter is in answer to a letter that I addressed to Mr. Reid after I had received a letter from Mr. Sinclair, chairman of the Atchafalaya flood way subcommittee. If proper, I would like to read both of these letters to your committee and then I will do likewise with Mr. Sinclair's letter because each bears upon the others.

Mr. JACOBS. I will first read the letter that I received from Mr. Sinclair.

MY DEAR MR. JACOBS: At a meeting of the subcommittee on the Atchafalaya flood way, held on July 19, 1930, a motion was adopted directing the chairman to request that you submit your report on the Atchafalaya flood way, together with such data as is necessary to support the report, to this subcommittee by the convening of the next session of Congress, if at all possible; also that the report contain information assuming that reservoirs will be built, and also assuming that they will not be built.

The subcommittee will also appreciate it if you will furnish it detailed information as to the value of each tract of land proposed to be used within the flood way.
