VIII. And be it further ordained, That it shall be the poor children. duty of the said Committee, to find out such poor children, to the number of thirty, as shall be deemed proper objects, and place them in the Lancaster School, to be taught on account of the fund of the Common Council in said School.

IX. And be it further ordained, That such female orphan children, as shall hereafter be taken to be supported by the Corporation, shall be boarded and lodged in the Orphan Asylum, and that the sum of sixty dollars per annum shall be allowed for cach child so taken, to be paid to the Directors of the said institution, accordingly.

X. And be it further ordained, That if any owner or master of a vessel, or any other person, shall bring or import, or cause, or suffer to be brought or imported, any pauper or person not having any visible means of subsistence, and likely to become chargeable to the Corporation, within the limits of the Borough, or shall in any manner whatever, aid or assist such person to get or come within the same, he shall forfeit and pay the sum of twenty dollars for every such offence, recoverable by warrant in the name of the Corporation, one half thereof for the benefit of the first informer, and the other half for the Corporation, and the said informer shall be a competent witness in the case.

XI. And be it further ordained, That it shall be the make inquiry duty of the Inspector to make diligent inquiry after all persons likely to become chargeable to the Corporation, not being residents, who may come or be brought into the Borough, by land or water, and report the same, forthwith, to the Committee of Charity and Vagrants, and to the Overseers of the Poor, who shall thereupon, immediately proceed to take measures for their removal, according to law and the said Committee are hereby authorised to draw upon the Register for the sums necessary to defray the expenses of removing such non-resident poor.

XIII. All ordinances and parts of ordinances coming within the purview of this ordinance shall be and the. same are hereby repealed.

POTTER'S FIELD.

An Ordinance concerning Potter's Field.

(Passed August 7, 1827.)

I. Be it ordained by the Common Council, That Richard L. Green, Caleb Bonsal, and Robert Soutter be, and they are hereby appointed a Committee to ascertain the bounds of the Burial Ground commonly called Potter's Field, and cause the same to be plainly distinguished by some proper marks, and to have a plot of said ground made by Arthur Emmerson, Surveyor, and returned to the Register.

II. And be it further ordained, That the said Committee shall be, and they are hereby authorised to have the said ground properly ditched, and drained, and fenced, or otherwise hedged in, and ornamented with sycamore, cedar, or other proper trees; and also to designate the parts of said ground which have been heretofore, and may be hereafter used as burying places for private families or individuals, residents of the Borough, and for people of colour.

And be it further ordained, That the said Committee be, and they are hereby authorised to have the ground contiguous to the said field, lately condemned to the Corporation under the writ of ad quod damnum, issued by virtue of the Act of Assembly in this case made and provided, not included in the New Burial Ground, properly designated by some visible marks; with power to take in as much of the same into the said Potter's Field, as they shall think proper to enlarge and improve the said ground withal.

V. All ordinances and parts of ordinances coming within the purview of this ordinance shall be and the same are hereby repealed.

REGISTER.

An Ordinance for the appointment of a Register and prescribing his duties.

I. Be it ordained by the Common Council of the Borough of Norfolk, in Common Hall assembled, That an officer, duly qualified, shall be annually appointed by the Common Council, to be called "The Register of Norfolk Borough," to do and perform all and every thing required by this or any other ordinance of the Common Council. It shall be the duty of the Register to attend at each and every meeting of the Common Council, and as their Clerk to enter in their journals and other necessary books and papers, their votes and proceedings, and safely keep the same. To receive and take into his charge and keeping, all the Records, Papers, Title Deeds, Bonds or evidences of debts, except his own bond of office, which shall be deposited with the President of the Common Council; and also, the proceedings and ordinances of the Corporation, together with the several returns of the election of the Members of the Common Council and of the Mayor. in a book, in folio, to be provided for that purpose, an exact Registry of all nominations, appointments and commissions of every Officer of the Corporation, and to transcribe regularly in the order in which they passed, all ordinances which may be in operation at this time, or which at any time hereafter may be passed, in a book to be kept by him especially for that purpose. II. And be it further ordained, That it shall be the To examine duty of the Register to examine and liquidate all claims, and liquidate and to audit all accounts against the Corporation, and to report the same (with a statement of facts, and his opinion thereon, if he should deem it proper,) to the Common Council, at their next subsequent meeting, for their order in the premises; to examine, adjust and settle the accounts of persons indebted to the Corporation; to take charge of the Real Estate of the Corporation, and report all encroachments thereon to the Common Council. To superintend the collection of back rents and other debts due them.

III. And be it further ordained, That it shall also be the duty of the Register to keep a regular set of books, by way of double entry, in which shall be kept an account of all monies received and paid out for the Corporation; to cause to be opened as many accounts, under appropriate titles, as may be necessary to shew, distinctly and separately, the expenditures and receipts upon each important object, and on the twenty third day of June, in every year, to transfer the balances to a new account, to be annually opened by him on the twenty fourth day of June, and to exhibit semi-annually, or oftener if required by the Common Council or Mayor, a balance sheet of such books, and an account of his receipts and expenditures, together with his bank book, his returned cross checks, and the vouchers whereon such checks were drawn; and also, to keep one other book, in which shall be entered all the objects of taxation of every description, from which the revenue of the Corporation may be derived.

IV. And be it further ordained, That it shall be the duty of the Register annually to furnish to the Mayor, for the time being, a complete statement of the funds of the Borough, and of the annual revenue thereof, and of the amount of the salaries of the Officers of the Corporation, other contingent expenses and other appropriations paid in the preceding year, distinguishing between such as are permanent and such as are temporary, together with an aggregate statement of all

Which exhibits, with the annual report of the Mayor on the general state of the Borough, is required to be rendered by the Mayor to the Common Council at their first meeting after the twenty fourth day of June, in each year.

V. And be it further ordained, That the Register Collector with shall furnish to the Collector accurate accounts of all monies due to the Corporation, and upon default in the the Corpora- payment of any money or monies due to the Corporation, shall direct suits to be commenced for the recovery of the same, either by action at law or warrant, and moreover, shall report all such delinquencies as well as each and every delinquency on the part of the several Officers of the Corporation, to the Common Council at their next meeting, after having ascertained or obtained information of the same.

VI. And be it further ordained, That the Register shall receive and take into his charge all monies now belonging, or which may hereafter belong to the Corporation by virtue of any ordinance, or otherwise, and he shall deposit the same once in every month, in the office of discount and deposit of the Bank of Virginia, at Norfolk, in the name of the President of the Common Council, for the use of the Corporation, and shall draw checks for the same as Register, all which checks shall be signed by the President of the Common Council, or, in case of his absence or inability, by the Vice President, and countersigned by the said Register, and he is hereby directed to make no payment but by checks on the Bank, and to draw no checks unless signed and countersigned as aforesaid, and unless by virtue of some special order of the Common Council authorising the payment. And the Register is hereby further directed to keep a Bank book, which shall contain regular entries of all monies by him deposited, and of all checks by him drawn, with the dates thereof, and with the names of the persons in whose favor, and the account for which the same may be drawn.

VII. And be it further ordained, That the Register, before he shall be permitted to commence the duties of his office, shall enter into an obligation to this Corporation, with good and sufficient securities, to be approvof by the Common Council, in the penal sum of twenty thousand dollars, conditioned, that he will well and faithfully execute and perform every trust and duty
