The committee met at 10 o'clock a. m. in the committee room, Capitol, Senator Hiram Johnson presiding.

Present: Senators Johnson, Sackett, Nye, Vandenberg, Ransdell, Sheppard, Harris, Copeland, and Hawes.

Senator JOHNSON. The committee will please come to order. There are pending before the committee the nominations of Brig. Gen. Thomas H. Jackson, Corps of Engineers, United States Army, for appointment as member and president of the Mississippi River Commission; and Maj. Ernest Graves, retired, Corps of Engineers, United States Army, for appointment as member of the Mississippi River Commission. Senator Jones advised me that Senator Ransdell and Senator Hawes desired to present some matters in respect to the nominations. I was informed, Senators, that you wished the matter reported; is that right?

Senator RANSDELL. That is correct.

Senator JOHNSON. As I understand it, General Jackson, Senator Ransdell, and Senator Hawes desire to submit some interrogatories to you, if you please.

Senator RANSDELL. I will ask that Senator Hawes conduct the investigation first.

Senator JOHNSON. Before you proceed, inasmuch as you have a record here, I should like to put in the record a letter that is before me that I haven't read, from General Jadwin, in respect to the two nominations. Would you like to have it read or shall I submit it to you and have it read into the record?

Senator HAWES. I should like to hear the letter read.
Senator JOHNSON. I will read it [reading]:

Secretary to the President, The White House, Washington, D. C. MY DEAR MR. SANDERS: In reply to your letter of December 12 with reference to letter to the President of the same date from Senator Jones, relative to the qualifications of Brig. Gen. Thomas H. Jackson, Corps of Engineers, and Maj. Ernest Graves, retired, for appointed as member and president of the Mississippi River Commission, and as member of the Mississippi River Commission, respectively, the following statement is submitted.

Brig. Gen. Thomas H. Jackson, Corps of Engineers, holds the permanent grade of colonel, Corps of Engineers. On January 18, 1929, he will be 55 years of age. He is a graduate of the United States Military Academy, class of
