appropriation made by chapter 525, section 3, of the laws of 1983, as amended and reappropriated by chapter 50, section 4, of the laws of 1984 is hereby amended and reappropriated to read:

The sum of one million eight hundred fifty thousand dollars ($1,850,000), or so much thereof as may be necessary, is hereby appropriated to the New York state department of labor out of any moneys received or to be received in the state treasury in special funds federal to the credit of the federal grants special revenue fund federal emergency employment act account which provides for services to displaced workers under title III of the federal job training partnership act, public law 97-300, or by public law 98-8,

for the federal grant year beginning prior to April first, nineteen
hundred eighty-three, for services and expenses in connection with
the emergency employment intervention program, established pursuant
to this act, including, but not limited to, contracts with other
governmental units, private industry and public and private educa-
tional organizations and apportionment
to state departments and
agencies for the administration and operation of retraining programs
for dislocated workers. Notwithstanding the provisions of section
of section 1 of the chapter 525 of the laws of 1983, the agency is
authorized after March first, nineteen hundred eighty-five to reap-
portion any amount of an apportionment otherwise due an eligible
county if the agency determines that it cannot obligate such amounts
within the state fiscal year beginning April first, nineteen hundred
eighty-four for training programs within such eligible
eligible county.
Notwithstanding the provisions of section 4 of chapter 525 of the
laws of 1983, this act shall take effect April first, nineteen
hundred eighty-three and shall cease to be in effect April
first, nineteen hundred [eighty-five] eighty-six

(b) The sum of two million forty-five thousand dollars ($2,045,000),
or so much thereof as may be necessary, is hereby appropriated to
the state department of labor for services and expenses of the em-
ployer specific skill training program authorized by section six of
this act from federal funds received or to be received by the state
pursuant to Title III (dislocated worker programs) of the Federal
Job Training Partnership Act (PL 97-300) or pursuant to the Federal
Emergency Jobs Act (PL 98-8)

By chapter 50, section 1, of the laws of 1984:
The comptroller is hereby authorized and directed to loan money by
transfer to this fund from the general fund or any other fund,
which loans shall be limited to the amounts immediately required to
meet disbursements, made in pursuance of an appropriation by law and
authorized by a certificate of approval issued by the director of
the budget with copies thereof filed with the comptroller and the
chairmen of the senate finance committee and the assembly ways and
means committee. The director of the budget shall not issue such a
certificate unless he shall have determined that the amounts to be
so transferred are receivable on account or are otherwise readily
available for payment. When making loans, the comptroller shall es-

tablish appropriate accounts and if the loan is not repaid by the end of the month, provide on or before the fifteenth day of the following month to the director of the budget, the chairmen of the senate finance committee and the assembly ways and means committee, an accurate accounting and reporting of the financial resources of each such fund at the end of such month. Within ten days of the receipt of such accounting and reporting, the director of the budget shall provide to the chairmen of the senate finance committee and the assembly ways and means committee an expected schedule of repayment by fund and by source for each outstanding loan. Repayment shall be made by the comptroller by transfer of the first cash receipts of this fund.
